GENEVA, April 29.-â€"-Tlie police of this city have arrested the Chamberlain of Don Carlos, who was just starting for Spain with a h0witzer packed among his baaaage. rah k in Federal Council have approved the ition of the police. aw LONDON, April 30, 2:30 a.m. â€" Senors Serrano and Sagusta have left Spain. Ad ditional advices received through Carlist channels represent the Chieftains Saballes, August, Memiret, Soulta, Vulleo, and Cris tany are capable of concentrating all their forces, some 10,000 in aggregate, in a few hours. Saballes is blockadng the city of Vich, 37 miles from Barcelona; Don Al- phoner is in the Province of Lerida. where 500 men of the San Fernando regiment of the regular army have deserted to his banner. ’ New Yoax, April 29. - The Herald's ‘ special from London says the followino' is true :â€"The will of the late Emperor a- poleon, under which, letters of administration fi'fire now applied for, the estate is sworn to under one hundred and twenty thousand pounds sterling, and this sum is subject to claims which will reduce it one half. This is my will: I commend my son and my wife to the high authorities of the state, to the ' people and to the army. The Empress Eugene possesses all the qualities requisite for capably conducting a regency, and my son displays a disposition and judgment which will render him worthy of his high detinies. Let him never forget the motto of the head of our familyâ€"r" Everything for the French people.” Let him fix on his mind the writings of the “ prisoner 0t b’t. Helena.” Let him study the Emperor’s deeds and correspondence; and, finally, let him remember, when circumstances permit, that the cause of the people is the cause of France. Power is a heaVy burden, because one cannot always do all the good one could wish, and because contemporaries seldom render justice, so that in order to fulfil one‘s mission, one must have faith in, and con- scientiously appreciate his duty. It is neces ssry to consider that from heaven above, those whom you have loved will regard and l protrct you. It is the soul of my illustrious uncle that has always inspired aud sustained j me. The like will apply to my son, for he I will always be worthy of his name. I leave 1 to tho Empress all my private property. I , wish that at the majority ot~ my son she shall ‘ live at the Elysee and Biarritz. I trust that my memory will be dear to her, and that after my death she may forget. whatever an» i happiness I may have caused her. With regard to my son, let him keep as a talis-l man the seal I wore attached to my-watch, “ and which comes from my mother. Let 3 h-m carefully preserve everything that. came l to me from the Emperor, my uncle, andl let him be convinced that my heart and my soul remain with him. i make no mention 3 of my faithful servants. I am convmced ,3 that the Empress and my son will never l 'cbandon them. I shall die in the Catholic, l: Apostolic and Roman religion, which my: son will always honor by his piety. Done . and signed with my hand at the Palace of the Tsilcrics, 24th of April. 1865. ‘ 1 NAPOLE‘L‘N. There is a summer scam in prospec- tive sor the cavalry, and there will not be lynch security for the ranches” , wt Sn: anexseo, April 29.â€"A courier has {net arrived and reports that another ten-i. ' le battle has been fought with the Modocs, .MAnRID, April 26,~â€"'l‘he Oficial Gazette announces that Don Alfonzn, brother of Don Carlos, accompanied by his staff, crossed into France from Spam on Wednes day. The Cal-lists have beer. defeated several times recently in encounters with the Republican forces. In one engagement one hundred insurrectionists were wounded} A rumor of the modification of the Ministry is current in Madrid. It is said the mem‘ bers of the Government. with the exception of President Figures, Senor Piy Margale and Senor Castelar will mum. and their letces will be filled by Sener Contreras and cbanez Garcia, Lopez and Rispa, advanced federalists. NEW YORK. April 27.â€"A Herald special from Madrid, dated today says the Ultras demand the establishment of the Commune, and are engaged in hunting down members of the Permanent Commission. Sagasta was surrounded in the street by armed men, the leader bearing a Phyrgian cap on a bayonet. 'Acera was arrested in the house of Serrano’s mother. Figuerola was im- prisoned yesterday. The increasing fury of the ukrass must necessarily lead to a. massa- cre, as the monarchial volunteers are dis- posed to fight against the execution of the decree disarming them. MADRID, April 28 â€"A band of 500 Car lists entered the town of Uapellades, thirty miles north west of Barcelona, and demand- ed a. contribution, but fled on the approach of the Nalionul troops. LONDON, April 28.â€"A despateh from Mn- drid says the search for the members of the Permanent Committee continues. Senora Becerm and Figueras have been arrested. A monster [rifles meetlng of Federalism was held yesterday,at which Vlolent speeches were made. LONDON, April 29.â€" The Cal-list Commit tee here have received telegrams from Spain reporting that on Thursday last a great vic- tory was won bv their friends at, Vera, in Navarre. The Carlist‘s. numberingr 700, defeated :1 Republican: force of 1,400 strong. The battle began at eleven o’clock. and lasted until dusk. The bands commanded by the Cure of Santa. Cruz fought with great heroism. The Republicm s were com- plelely routed, with a loss of 80 killed and wounded. General Nonvilln’s plan of cam- paign in the north has failed. The Carlists are receiving large supplies. The reports that Don Alphonso has rucmssed the fron- iier inl‘n France, and that Saballes had fled, are pronounced false. It is calculated by the Edlobergh Scotsi man, from the most reliable: réturns to be had, that the Agricultural interést of Scot! land lost. during the season of.1872, from deficiency of crops (taking the avemge of the last two years,) is upwards of $26,000,- AAA in which 19 of our men men were killed, including Capt. Thomas, Lieut. Howe, 4th artillery and Lieut. Wright, 12 infamry. Twenly three are hounded including Lieut. Harriq‘of the 4th artillery and ozhers are missing. F. W @mm by mugmph. ANOTHER TERRIBLE BATTLE YHlfK. All?“ 29.-Th9 foilmving ‘ Napoleon’s Will. The Modoos Spain. There are a few of Sir John Macdonald's political opponentsâ€"only a few we are glad, for the Grit Party‘s sake, to sayâ€"who have charged him not only With. almost. every crime in the calender, but with every human shortcoming. A want of knowledge in which he, in his high office, is called upon continually to deal, is not one of the things ordinarilyattributed tohim. Indeed, we might almost say that it. has been' left for those who he‘himself at one time desig- nated scorpions to find another failing in the Prime Minister ;; and that failing is norancc. Perhaps it is as well that the catalogue should be complete. Sir John has cheerily. nay almost jauntingly. borne the accumulated weight. of the bitterest kinds of assaults. for many years. Every form of onruption known to the Warren Hastingses and the Walpoles of English history has been attributed to himâ€"and he still lives. We apprehend he will not break down under the new found addition to his other numerous delinquencies and short- comings. lf one could feel surprised at anythng which that particular assailant of Sir John Macdonald, the Grit organ, could say, one would express it on finding that so silly a charge as ignorance is based upon a circumstance which gave so little occasion tor it. We are quite sure it cannot be truthfully afiirmed- of any of the statesmen who negotiated the Treaty of Washington that they are ignorant of its provisions. It is only a reckless libeller who could affirm‘ of one of such extraordinary general know ‘ ledge and retentive memory as Sir John Macdonald that he does not know what that Treaty contains respecting the coasting trade as between Canada and tht> United States. The advantages of a. postal subsidy may well be considered upon its merits; and if Sir John Macdonald is prepared to ask Parliament to say that the Saruia and upper lake line of steamers is not, on pub- lic grounds. entitled to a continunnce of the postal subsidy heretofore granted it, he will be quite ready to justify his proposal in the House and before the country, and that too without manifesting the slightest ignorance as to what he was talking about. This new found accusation is the last resort of baffled partizans greedy of place and power. We are quite sure We could confidently affirm that there is no member of the House of Commons. be he Conservative or Grit. Rouge, Bleue, I’artivNalz'onaIe, or “Baldâ€" win ttetormer,” who would become respon sible for an out of-ihe House assertion, which is as wanting in truth as in decency. [L is this kind of recklessness which makes converts to Ministerialism in Parliament; it is this sort of journalism which reflects. in any but a favorable way upon many who. we. are quite certain, would scorn to be held responsible for it.-â€"Jl[ail. Reports are in circulation that thé Carl isls intend to wnhdmw from Spain, and give up the struggle for the present. The King ahd Queen of Dvnmark will visit London iq the_latt‘er ‘part‘of M_ay. _ Puus, April 29.â€"M Barodet made an eloquent. address tn his constituents to-mghz. He declared the Democracy was everywhere indreasing. ' The rumors of a. Ministenal crisis are renewed. It is said that M. Goulard, Min- isler of the Interior, will resign, and M. Grevy, late President of ’lhe Assembly, will take his place or enter the Mmistry in some other department. ' Special despatches to the London morn- ing journals tod 1y represan that. the suc L'ch of Barodet had created an imtnnnse impression in Paris city and Provnmes. A panic prevailed on the Imurse yesterday. and patrols wvre required to maintain order in the suburbs during the :thernnun and night. Reports of changes in the Ministry are contradicted LONDON, April 28.â€"The carriage works ol‘the Luncnshire Railway Company in Man chester were destroyed by fire last night. Fifty locomotives and one hundred and twen- tv coaches were in the buildhg and were burned. Loss one million dollars. LoxndmApril 29.â€"The Anglo American, French, and Newfoundland Cable Compan has agreed yesterday to an amalgation of their interests. When Mr. E. B. World was pushed into Parliament. fol West Durhamâ€"an unfortu nute constituency that is asort of Magda- lene Asylum for characterless politiciansâ€" we vent.ured to predict that Sir John A. Macdonuld would have some fun with him. The result has verified our expectation. No sooner did the "traitor" (the word is the Globe’s, dear reader. not ours.) enter the House of Commons than he commenced to air that sledge-hammer eloquence \ hich has so often been heard on either side of the fence, and which since the death of McGee has had no proper corrective; but the sub- ject which he chose was a rather unfortunate one. He assailed the Pacific Railway as the “mad scheme of a mad Government.” whereupon the astute Kingston knight arose and proved from the journals of the House that the Brantford “mad bull,” (the phrase is the Globe’s, dear reader. not ours.) had voted for and supported this “mad scheme of a mad Government,” at the the time he was the Globe's renegade dual representative. The effect of this exposure was marvellous. The brazen brow and cheek of the betrayer of his own Cabinet, was for once in his life suffused with what would be called a blush of shame in a decent person, but which in his case was ‘but the indication of’ foiled meanness detected villany. With such a beginning as this, it' is easy to see'th'e amount of influence this arch traitor will 1 exercise at Ottawaâ€"Guelph Herald. SARNIA, April 28.â€"0n Saturday night about 11 o’clock a fire broke out in the barn of Mr. E. p. Watson. The flames in- creased very fast, completely enveloping the barn. The greatest exertions were made by the citizens to save Mr. Watson’s house, the house of Judge Robinson. and other adjacent buildings, and they were kept free from the fire until the steam fire engine commenced to work. The steamer played on the barn in good style and soon extinguished the fire. It is reported that some scoundrel unknown cut the hose while the engine was playing on the fire. This makes the fifth fire in Sarnia within one week, every one of them originating in a barn, and this is undoubtedly the work of an incendiary. immediately after the fire on Saturday night a number of the citizens or ganizvd themselves into a night patrol. On Sunday night another fire was attempted on the barn of Sherifl' Flinkoft, but fortun ately it was discovered in time to prevent any damage. Kerosene oil had been pour ed on to the boards and some papers and then lighted. To any the Mayor issued a proclamation offering five hundred dollars. reward for the detection of the incendiaries. This evening a. large meeting of the citizens was held in the Town Hall-the Mavor in the chair~for the purpose of organiizinp,r a permanent Vigilance Committee. Every person turned out. A large patrol was out on Monday night, and will he continued by the people ibr some weeks.- The feeling of excitement in town is intense. Samewing New Under the Sun. ' AN Ixmsonusr DOG.'â€"A couple of dogs were having a dispute on the opposite sides of u slat fenceon High street, the other morning, when one of them. letting his valor get the- better of his discretion, plunged, his head through thezslats, in the hope of nipping his antagonist. This was where he made the mistake; the head went through nicely, but would not pull buck. The other pup, seeing his foe was in chan- cery, leisurely commenced eating up the front part of his head and ears. There was “ music in the. air" about that time, and the'yelping brought the juvenile owner to the rescue. He took in thesitnation at once, and freeuine,V on to that dog’s tail, and bracing against the fence, he pulled his level. best. For a. moment it was doubtful which would give way first, the tail, the head or the picket; but with a final surge, the boy brought away the pup minus the biggest part of both ears. The first jump that the dog made when loose, was something over twenty feet, and with a continuous wail of grief, ‘he aisnppeared round the corner.â€"â€" North Bridgewater, Mesa, Press. STANLEY STREET.â€"â€"'l‘his once lively and populous quarter is undergoing, rather than suffering, a change’. In the entire row from Church street, west to the lane bound ing the Church property in that block, on the South side of Stanley street, there are only two tenements that. are occupied. When in the flush of prosperity there were not less than a dozen. “ They say all thim houses are goin’ to be pulled down,” was the answer given by an old- man to a lead» ing question. About sundown on Sunday night a farmer named Cameron, of Tiny, while proceeding along the beach of Nottawasaga Bay, dis~ covered the dew body of a man with a life preserver on, lying on the sands. He im mediately conveyed information to Dr. Beaten, coroner of Stuyner, who proceeded to the spot. From bills found in the dead man’s pocket of goods bought at Lindsay’s, of Collingwood, it was ascertained to. be the body of William Caldwell, who was lost off Lhe propeller Mary Ward at the time that vessel was wrecked neurCollingwood last Novernber. The body will be brought to Stayner on Monday night, and Di. Benton held an inquest on Tm-sduy. The jury brought in u‘verdict of accidental drowning caused by the wreck of the above named steamer.
