The adjourned Parliament met at 06. tawa, on Wednesday lastâ€"the looked for 13ih of'August. As we hoped for, His Excellency has been guided by His cou- stitutional advisersâ€"Sir John Macdonâ€" ald’s ministryâ€"and has prorogued Par- liament. In the speech from the Thivofiéffiie Egeellenoj, EEEETEEIS the Pacific Railway enquiry, makes use of the following language :â€" The ‘ratepayers of Richmond Hill held a public meeting on Monday last, and discussed the difliculty which has arisen in regard to the debt for building the High School House. The Council ap-‘ pointed the Reeve and Mr. David Hop- ‘ kins to prepare written questions to be submitted to the law firm of Harrison, Osler & Moss, and to obtain from these gentlemen a written opinion upon the points of law relating to the present posi- tion of the High School Board of' Trus- tees here; and their power to compel the Village Council to oollectlthe balance of the debt ($1170) on the building from the ratepayers of the Village of Rich- mond Hill. It is admitted on all sides that the Council has made a selection that cannot fail to give satisfaction.â€" We trust they will give the matter im- mediate attention, and relieve the rate- payers i'rom suspense. We have already heard the opinions of two eminent law, firms upon the important point in questionâ€"one from Blake, Kerr and Boyd, on behalf of the County Council: the other from Hon. M. C. Cameron, on behalf of the Board of School Trustees; both opinions agreeing as to the liability of the village. But it is expected that our Reeve and Councillor Hopkins will shed a new light upon the whole ques- tion, and triumphantly bring our village safely through the financial ordeal through which it is now passing,-â€" owing to the demands of our Board of School Trustees. If We must pay the debt, the sooner we know it the better; for this reason we insist upon Messrs. Law and Hopkins giving the subject their immediate attention. Wm éfimk %wam. “ I have thought it expedient, in the interests of good Government, to order that a Commission should be issued to inquire into certain matters connected with the Canadian Pacific Railway, to which the public attention has been di- rected, and that the evidence adduced before-such Commission should be taken on oath. The Commissioners shall be in structed to proceed with the inquiry with all diligence, and to transmit their report as well to the Speakers of the Senate and House of Commons, as to myself.â€" Immediately on the receipt of' the report I shall cause Parliament to be summon- ed for the despatch of' business, to give you an early opportunity of taking such report into consideration.” We have before us the report of the Superintendaut of the above Bank, for the five years ending 30th June last, from which we purpose giving some ex- tracts, showing the prosperity of this department of the public service : Number of Post Ofiice Savings Banks at close of period, 239 : number of de- posits receixed during period, 44.413: total amount of Deposits received during period, $8,974,418 : total expenses of' management, $15,093,78: average cost of each transaction, viz., of each deposit or withdrawal, 0,22: number of accounts opened duringy period, 48,663: number of accounts closed during period, 25.137: interest allowed to depositors,$398,104,- 28 : total amount standing to the credit of all open amounts, inclusive of’ interest allowed, at close of period, $3,207,051.- 57. We understand that the public ban- quet to be given by the friends of the Hon. Mr. Gibbs, is to come off on the 28th instant. It is also said that a public dinner will be given to the Right Hon. Sir John Macdonald, at Ottawa.â€" This is as it should be, and our friends, the Grits, know how to do the spreads well ; they feel that it has a good efi‘ect on their " Pairty,” of which their op- ponents might take a lesson. We think, more especially at the present fine, that it would not be out of place for the friends of the Ottawa Government, re- siding in the Queen city of' the West, Toronto, to invite them to a public din» ner in that city, to come of? say next month,and put the tickets at such a rate that all classes could enjoy the feast of reason and good things. Surely parties could be found who would take an in- terest in it so as to make the a'ifair a suc- cess. What say you good friends of the city, will you make the move ? POST OFFICE SAVINGS BANK. PROROGATION 0F PARLIAMENT. RICHMOND HILL. AUG. 15, 1873. NEW ADVERTISEMENTS AS IT SHOULD BE. Richmond Hill, August 11, 1873. Pursuant to notice, a public meeting of the ratepayers of the village of Rich- mond Hill was this day held in the Court Room, at ten o’clock in the fore- noon, for the purpose of deciding how the debt remaining due on the new Brick High School House shall be pro- v1dedâ€"whether by assessment this pre- sent year, or by an issue of debentures creating a debt payable with interest. Mr Wm. Harrison was called to thé chair, and M. Teefy was requested to act as chrfétary. It was moved by D. C. O’Brien, and seconded by M. McNair, that the debt of the High School of this district shall not be paid by the ratepayers of this Municipality. In amendment maved by Wm. Trench, seconded by Thomas Wilson, that this meeting hereby authorize the village council to obtain good legal advice in regard to the legality of the demand made by the Board of Trustees for the levy on this Municipality of the debt due on the High School Building. The chairman ekplained the object of the meeting. The amendment was then put to the meeting, and the vote was, yeas 26, against the amendment 21. It was moved by Mr Barnard, second- ed by Mr \Vilsnn, that this meeting be adjourned until after the Council shall have obtained legal advice.â€"Carried. The chairman then declared the meet ing adjourned. SPECIAL MEETING. August 11, 1873. Pursuant to a resolution of this Coun- cil passed at a Special meeting on the 2nd August instant, a Special meeting of the Council was held this day, at two o’clock, pm. to meet a committee of the Council of the Township of Markham, with a view to have all matters of differ- ence between the two corporations ad- justed. The Reeve in the Chair. Councillors present : Messrs Brillinger, Hopkins, and Warren. The minutes of the 2nd August were read and approved. The chairman declared the amend ment carried. The Council then adjourned to meet in the Court. Room on Monday the 25th August at. 7:30 RM. The Central Exhibition will be held at Guelph, on the 16th, 17th, 18th, and 19th of September next. Graham and others, for grant to cut down the hill on 7th Com, in front of Lots 6 and 7. By Mr Button, from A. Grove and others, for a grant of $20 to clean the ditches in front of Lots 33 and 34, in the 7th Con. Mr Marsh, seconded by Mr Button, moved that the Clerk be and is hereby instructed to procure six copies of the Municipal Manuel for the use of this corporation. Gibson, P.L.S., of survey of 9th COIL, with affidavits. ‘ Mr Lane, seconded by Mr Marsh, moved that the sum of $5225 be and is hereby granted to Hugh Gardener, to repay him for money expended for the support of a foundling child; said sum payable to the order of the mover. Mr. Milliken, seconded by Mr Marsh, moved that the sum of $10 be granted for making two culverts on the townline between Markham and Scarboro, opposite the 10t.h Con., to meet an equal grant made by the Scarboro Council; said sum payable on the order of Joseph Lupp. Mr Lane, seoonded by Mr Marsh, moved that the Clerk procure one dozen copies of the Consolidated Tavern and Shop License Act for the use of the Council and License Inspectors of this Township. Mr Button, seconded by Mr Marsh, moved that the sum of $19 be granted to complete the contract on the side line between Lots 30 and 31, in the 8th Con.; payable to the. order of John Ra- mer, N. Button, Francis Pike and J. R. Hoover. Mr Lane, seconded by Mr Marsh, moved, that the name of Michael Crosa be substituted for that of Joseph Cox, for Commissioner for making the road across Lot No 5, in the 3rd Con., (J03. Cox having left the Township), and that the cpmmissioners be requested to pro- ceed forthwith to improve and open out the sideroad. a car load of Nitrate of Soda caught fire, caused by a. spark from the engine;the soda was nearly all destroyed, as what was not burned was strewn along the track appro- aching the village. Unfortunatelya number ofcattle grazing in the vicinitylicked up the soda, and in consequence died in a short time after. Mr Lane, seconded by Mr Milliken, moved that the account of John Pike, for plank and labor for culverts, amount- ing to $11.75, be paid to the Reeve by the Treasurer. Mr Marsh, seconded by Mr Lane, moved that Mr Milliken be and is here by instructed to inquire into the situ ation of Robt. Anthony, a pauper re ceiving help from this Council, and re- port at the next meeting of this Council and that the resolution passed by this Qouncil, granting aid to the said Robt. Anthony, be aind the same is hereby re- cinded. Mr Millikan, seconded by Mr Button, moved that Messrs Lane and Marsh be and are hereby appointed 5 committee to inépect the drains put across the side- road between Lots 10 and 11, in 10th Con., by Wm. M. Button, Esq., and re- port to this Council as to the value re- ceived by this“’t0wnship from the said drains. The Kingston raid against the unlicense d liquor sellers has fallen through, in conse qnence ofthe defective nature of the Crooks’ bill. ' The Norwood Register learns that as a. train was nearing Blairton one day last Week, Mr Millikan, seconded by Mr Lane, moved that Messrs Button and Marsh be and‘~are hereby appointed a committee to inspect the road in front of Lots 30 and 31, in the 5th 0011., and report at the next meeting of' this Council. Mr Lane, ueconded‘by Mr Milliken, moved that the grant made to Christo~ pher Crozier cease from and after this day, and that the Clerk notify Jemes Robinson, Esq., of the passage of this resolution, and Mr Button is hereby ap- pointed'to inquire into the character and circumstances of the said Christopher Grozier. Mr Lane, seconded by Mr Millikan, moved that the account of P. S. Gibson, Esq., P.L.S., amounting to $7.50 and also the account of Charles LeLeivre, Esq.,‘amounting to $13.75 be paid by the Treasurer.
