Council York County WV JUNE SussION Toronto Monday June 16th 1879 The County Council commenced its usual June session this afternoon. All the members were present except Messrs Wiekson and James. The Warden oc- cupied the chair. COMMUNICATIONS The report of the Auditors of School Moneys, was received, which showed the Treasurer’s accounts to be correct A communication was received from Lieutenant-Colonel Arthurs asking for an annual grant Of $10 to the Ontario Rifle Association,to aid in establishing an annual thatch. INDUSTRIAL EXHIBITION. An invitation was received from Mr James McGee on behalf of the Industri- al Exhibition Association asking the Council to visit the Exhibition grounds to-day at 2 p'm.,tlie Object of the visit being to locate the additional buildings for agricultural implements,&c. The invitation was accepted. REPORT or NORTH YORK PUBLIC SCHOOL INSPECTOR. Mr D. Fotheringham, Public School Inspector for North York,submitted his eighth annual statement respecting the Schools of his division, the principal ‘ features which are as follows:- The value of assessed and school property has increased. School‘ acâ€" commodation has also been increased by' the erection Of a spacious brick house in King,a commodious apartment for the Model School at Ncwuiarket,and by the formation of a new section in East Gwillimbury. The salaries of teachers were on an average higher than in any previous year-for the former $420,f0r the latter $260. Seventy gentlemen of whom 3 we re assistants, and 42 ladies of when.- 24 were assistants, were employed during the year, though not all at its close, as some assmtants were not retained full time. Of ' these 112, 24 had attended NormalSchools, 3 held first and 2G second-class Provincial certiï¬cates, ll) old Coniin Board first-class. and 73 new County Board third-class; 19 were English Church, 45 Methodists, 28 Presbyteriansï¬ Bible Christiana-I Baptists, 2 Pretestanls, and 2 Roman Catholics. The average attendance of pupils rose slightly during the year. but has not yet reached 50 per cent. oftlie population fiom 5 to l6years ofage Out of 9,072 pupils, 410 attended full time, and at 2.2.52 atâ€" tended less than half time. There are 2,- 779 in the ï¬rst book. l06 in the ï¬fth, and only 6 in the 6th class. The ordinary branches are taught to nearly all required by the programme to pursue their study, mostly with thorough- ness, with the exception of grammar, which is rarely taught. in a natural and practical manner. The results of the written examinations at the inspection of the schools in 1878 may be summarized as follows:â€" Georgina, 2 excellent, 3 fair, 1 poor, none very poor; North Gwillimbury, 1 ex- cellent, 3 fair, I poor, none very poor; East Gwillimbury, 3 exeellent, 7 fair. 4 poor, none very poor; Whitchut'ch, 2 excel- lent, 4 fair, 7 poor, 2 very pOOr; Vaughan. none excellent, 2 fair. 8 poor, 2 very poOr; King, 6 excellent, 3 fair. [0 poor, 2' very oor, villages and lt C S 8., l excellent. 1 air, 2 poor, 1 very poor. Those marked excellent. obtained 70 to 80 per cent; fair, 50 to 60 per cent ; poor, 40 to 50 per cent; very pdor, less’tlian 40 per cent. A place in the ï¬rst two grades cannot be secured without thorough work on the part of the 'teuclier. Several teachers whose schools are classed as poor, having only had charge for a short time. or having entered schools suffering from previous neglect or mis- management. are not to be judged by the standing of their schools, while some de- serve the discredit that may attach to such a report, because of neglect to do thorough work, and adisposiiion to promote scholars before they are qualified. The Teachert' Assoeiation continues its course with increasing interest and useful- ness, and would become still more efï¬cient were it able to employ mOre outside educa- tional assistance in the form of lecturers and largely increase its professional library. In conclusion. the Inspector recommends a limited grant for the conducting of uni- form halfâ€"yeurly promotion examinations throughout the division. ’ TUESDAY. BRADFORD BRIDGE. The Commissioners appointed by the County Councils of York and Simone to examine the Bradford Bridge reported that - they had found it necessary to replank the structure at a cost of $320 25, half at which sum was payable by each County. COUNTY nxcirssn’s career. The semi-annual report of the County engineer was read. It stated that the bridge over the Humber at Lambton had been damaged last spring by the ice, and to repair ii would require a large outlay. The mason work of the bridge over the Rouge River was so far completed as to be ready for the receptIOn of the ironâ€"work, which was now being laid down there. A num- ber of the metal roadways had been damaged by the frost last winter. and these had been repaired. The Engineer referred to the case; Of Walton v.the county of York in which-a verdict was rendered for the plain- tiff. The action arose through Mr Walton’s horse taking fright and running away, in‘ juring some of the plaintiff’s family. The Inspector belieVed that the animal had be- come frightened by some cattle running about the roadway and suggested for the consideration of the Council the advisabilu ity of compelling people to keep their cat- tle Off the roads.
