It was only permitted, he said, once in a lifetime to see a city and country like Winnipeg and Manitoba develop as they had done in so short a period. The ï¬rst session of the Local Legislature was held in 1871, and Mr Royal was elected Speaker. The ideas of legislation were so crude that some of the members had to be instructed as to what was a motion and a bill Two Ministers used to have their oï¬lces in one mum, and in one or two cases the l Ministers had their bedrooms in their ofï¬ces. But 10 ! what a revolution had been effected by the signing of the contract with the syndicate and the subsequent progress of the Paciï¬c Railway. Mr. Royul spoke of the vast amount of W'Od done the Northwast by that entmpise. There was a great increase in the man: of immigrants. The assessed Value of the property in Winnipeg had increased from $8,000,000 in 1881 to 830.000.- 000 in 1883. There was ah a gun! in- crease in the customs revenue. The speaker did not deem the present cit-prea- sion as any occasion for alarm. The business of' the country was, in fact, beâ€" ing established on a sound ï¬nancial foot- imx.
