The Dominion Government is given undoubted evidence of its intention to have the McCarthy Liquor License Act in force this year. The necessary license boards have been duly appointed by the Government, and they have reâ€" ceived instructions to proceed to busi- ness. In some cases, the inspectâ€" ors have been appointed by the new Commissioners, and probably application for licenses will be at- once called for. We notice Mr. J. T. Jones has been appointed chief inspector for York and Mr. Isaac Crosby of this Village sub- inspcctor. t The Provincial Government seems determined also to enforce its act, and to issue its licenses. It does seem as if the liquor sellers will have a somewhat lively time. Amendments to the Crooks Act r The Ontario Government's bill amend- ing the Crooks Act is a very peculiar one. Some of the most stringent pro- visions of the McCarthy Act have been appropriated bodily, and the frnmer of the bill has frankly intimated the source . from which he obtained by indicating it in the bill itself. The most important change introducâ€" ed is compelling the commissioners to hold open Court for the hearing of oviâ€" dencc for or against applications for license. The date of their meeting and a list of the applicants are to be pubâ€" lishen, the latter containing also a desâ€" cription of the place for which in each case a license is asked. This provision will enable those who are opposed to the granting of any particular license to take steps to prevent it, and to submit such cridence as they think likely to weigh with the commissioners. ‘ Closely connected With the above pro: vision is tho recognition, to a limited ex- ' tent, of the princtple of local option, while the ratepayers in the some polling sub-division to the number of ten, have a right to petition against any proposed license, to state the grounds of their objection, and tofurnish evidence, it is permitted to a majority of the parliaâ€" mentary electors of the subâ€"division to absolutely prevent the issue of the license by signing a petition for that purpose. This will be found to be one of the most useful provisions of the measure for the restriction of the traï¬ic in towns and cities - The bill proposes to make the separaâ€" tion general between the grocery trade and the liquor trafï¬c. This will .tukP away from municipalities a responsibility which they have found very irksnme, and do away with whatever injustice the present system inflicts on unlicensed grocers. The penalties for breaches of the license law are made more severe. and the Lict-nsc inspector is required to prosecute for a sccond or subsequent offence when the oflcnder has really been convicted of former offences. r in addi- tion to all other penalties the very forâ€" midable and appropriate one of forfeit- ure of license is' introducedâ€"the forâ€" feiture to be for at least two years for s . third oï¬'encc.â€" World.
