The Scott Act has been rapidly gaining on public favor. At ï¬rst there was not .only hesitation but actual opposition among professed temperance people with regard to it“ The working of it, howâ€" ever,even where imperfectly administered is fast winning over sceptics of all kinds and bringing even the gainsaying press It has been adopted by national temperance opinion, focussed :through the Dominion Alliance, as the ,best existing instrument of repression and the best step toward national pro- hibition. Ata meeting of the City School Board the other day, Mr Lee explained as to the action taken by the Manageâ€" ment Committee upon the charge that had been preferred against a head teacher of one of the city schools, for ill-using a pupil. They had made an enquiry into the matter, and reprimanded him. The inspector, at the request of the Committee, had sent a circular to each of the teachers, expressing the Committee’s disapproval of corporal punishment when inflicted in any other way than by the use of the rubber strap adopted by the Board, and prescribed as the “ only instrument to be used in administering corporal punâ€" ishment.†The circular further says that “the Committee condemn most emphatically the striking of a pupil with the hand either open or shut." aterâ€"â€" __-~_..
