On Wednesday the ChiefMagistrnte again received a delegation who came from Kan-v Ins City. to invite him to extend his trip West to that place. After a repetition of the speeches and applause of the previous reception. the President accepted the inviâ€" tation. A committee from Lynchburg. Va. has also asked the President to honor that town. He has not yet given an answer. It will be seen by these proposed journeys. that Mr: Cleveland will take an extended tour in the South and West in the fall, iii-- eluding several States and most of the lore-'- er cities En route. This is conclusive evi-- deuce that there is no intention on the part of the Executive of calling an extra Session of Congress. Certainly not in October when he proposes to be absent, from the Capital. Tonoxro, Aug. 1, 1887. DEA“ Stn.-â€"Since we saw you we have again seen Mrs. Hawkins in reference to the article of which she complains, and which appeared in the issue of your paper of the 291h of July. 1887. Mrs. Hawkins thinks that. I vevy great. wrong has been done to her. and she instructs us to say that it will take it very large amount of damages to, compensate her. Will you be kind enough to give us the name of your solicitor. CABTON Jr MCCI‘LLOL‘GH. On receipt of these letters the law was turned up and found to read as follows: At the White House, the reception ofthe different delegations, who came to invite the President to visit their States. has been the order of the week. On Monday the Presi- dent received the Missouri delegation head- ed by Mayor Francis at St. Louis. The Committee was received in the library on the second floor of the Executive Mansion. next to the President’s private ofï¬ce. If it had been known how large the delegation was. arrangements would have been made to receive the gentlemen composing it, in the East room After the neat and com- plimentery speech of Mayor Francis, the President replied to a few well chosen'words and accepted the invitation to visit St. Louis at the time of the State Exposition and Agricultural and Mechanical Fair, stip- ulating. however, that his visit to St. Louis should not interfere with his proposed trip to Atlanta. Ga., which is arranged for the ï¬rst week in October. The Mayor replied that all would be managed to suit the con-- venience of the President, and in conclusion reminded him that the invitation expressly included Mrs. Cleveland, whom the. Presi» dent must not forget to bring. Mr. Clever- land replied that she would not let hint for- get her. Both speeches, that of the mayor and the President's reply. were continually interrupted by cheers and applause, and the Missourians departed jubilant over the sue-- cess of their mission and the heartiuess of their reception at the White House. and doubtles rejoiced that the President in no wise held the people of Missouri responsible for the reason of the withdrawal of his ï¬rst acceptance. it was perfectly willing to publish any state. ment he or the ladv referred to desired tn make in regard to Mr. Lnngstams letter. in which the alleged libel appeared. Mr. Mc- Cullough thought. this was the proper course to take and it was understood he was to send The World a letter giving Mrs. llaw~ kins statement. Instead oflhia the follow. ing leuer of'n different tenor, was hunaed into the ofï¬ce: 2. No such action shall lie unless and Lin-- til the plaintiff has given to the defendant notice itt writing. specifying the statements complained of, such notice to he served in the same manner as a plaintiff‘s statement of claim is served. or delivering the notice to some grown up person at the place of business of the defendant. The plaintilf shall recover actual damagesonly. if it tap-- pears on the trial of the action that. the ar-- ticle was published in good faith. and that there was reasonable ground to believe that the same was for the public heneï¬t, and if it did not involve a criminal charge. and if it appears that. the publication took place in mistake or misapprehension of the facts ; and that. a full and fair retraction of any statement therein alleged to be erroneous was published in the next regular issue of the newspaper or other periodical publica» tiun aforesaid, or iii any regular issue there- of. published within three days after the re- ceipt of such notice, and was so published in as conspicuous a place and type as was the article complained of. When the above conditions have been complied with The World is prepared to take such action in the circumstances war- mnt. In the meantime The World might say that in mentioning the ladyTs name it had no desire to injure her, and published the letter complained of merely as throwing some light on what has become a case of great interest, especially in the locality where the kidnapping took place’.
