A question of interest to all Government employes iii connection with the annual leave of absence has been decided by the Secretary of War. A civilian employs of the Signal Office recently sent a communi- cation to the Secretary complaining that. he had been unjustly treated in having the Fourth of July and the preceding day, Sun-- day. charged against him for absence from duty, requesting that the two days’ pay so deducted be refunded. He stated that on June 21. l887, he httd been granted sixteen days four and a half hours leave of abSEnce twith pity for 1887, entitling him to thirteen days two hours to make up full thirty days leave with pay for the year. which it is the custom ol'the War Department to grant. 0n the day mentioned above be received from the Signal Office twelve days leave with pay. to expire on the second of July. leaving still due a day and a fraction of leave. July 3 was Sunday and July 4 was a public holiday. and on neither of those days could he have entered the Signal Uflice withouta pass. the nfiice being closed so far as his duties were concerned.
