The The position of the Urofters of the Island of Lewis, or “ The Lows," as it is common- ly called, is most critical. The report of Sheriff Fraser and Mr. Malcolm Mac-Neill, the Commissioners appointed to visit the Island and inquire into the real state of af~ fairs, has been published in a Parliamentary paper. The report shows that while some destitution and suffering at present exist, it is the hopelessness of the outlook, the certainty of coming famine, that makes the case of the wretched Croftcrs specially de~ plorable. The resources of the poor-law are already strained, and were it not that the meagre doles oi the relieving ofï¬cer are eked out by private aims many Would be already famishing. His position gave him an opportuniny of learn. ing many State secrets, 8. knowledge he had the inefluble meanness to turn to his own advantage. The influence accruing from his position and relationship was prostituted to his money-making passion through the sale of decorations, and be abused the frank- iug privilege to an enormous extent But the inflexible sternness with which his pro- secution was followed up none the less augurs well for the future of the French Re- public. The lesson taught through the medium of his severe sentence can scarcely fail to be most salutary. He Was adjudged guilty of fraud, and sentenced to two years’ imprisonment, a heavy ï¬ne, and deprivation ‘ of civil rights for ï¬ve years. The history of 1 the transaction is on the whole indicative of ‘ the growth of the political morality in France. It is a. hopeful sign that the peo- ple are no longer indifferent or callous, as formerly, to intrigues and scandals in Gov- ernment and Court circles. A large and well known ï¬rm of coal mer- ‘ chants in London were ï¬ned the other week ‘by one of the Metropolitan police magis- trates on a. series of convictions in various amounts that totalled up to just two hun- dred and ï¬fty dollars. The name of the ï¬rm is Messrs. D. Redford & Co., and the offences consisted of sending out their coal wagons without properly adjusted machines for weighing coal on deliveryâ€"as the Eng- lish law requiresâ€"and also for having sent the coal out in sacks containing less than the requisite proportion of 224 pounds each, or the tenth part of a. ton, Would it not be a step in the right direction if some such law was enacted and enforced over here? 1 It is interesting to learn by a parliamen- tary paper just issued that the number of persons specially protected by the Royal lrish Constabulary on the 31st January this year was 910. In Ulster, it appears, only 16 persons receive protection from patrols, while 11 receive special and constant pro- tection. 1n Leinster 155 are protected by patrols, and 21 are specially protected. In Connaught 129 receive patrol protection, and 49 are specially guarded. Munster has the heaviest record, no fewer than 371 per- sons receive patrol protection, and 159 special and constant protection. On the 3155 July last the total number of protected per- sons was 1,001. Mr. and Mrs. W. K. Vanderbilt are said to have been frightened out of their Bavar- ian castle by ghosts. They had leased the royal house for several months, but only re- mained in it two nights. Their rest was disturbed by peculiar noises that could not; be accounted for, the lease was given up, and the disturbed couple returned to Paris. The Rev. J. G. Owens, pastor of a. church at Cornwall, Wales, was given by his con- gregation a. three months' notice to quit.
