RICHMOND Hun. Tliursiliy, Mnr ’28, ’97 INTEMPERA TE CONDUCT. All true temperance men must re- gret that certain members of the deputation who waited on the On- tario Government on Thursday to protest against the proposed license bill did not show that courtesy to Mr. Hardy that is due the premier of the greatest province of the Dominion. The public had a right to expect that a deputation of gentlemen wore present at the Parliament ‘House to “address a Government composed of ' gentlemen. It would be a mistake, however, to hold the temperance par- ty, or even the whole deputation re- sponsible for the conduct of a few of 'its memi'iCi's. Their action in hiss- ing the utterances of the premier has been condemned by many news- papers that have a love for fair play and good manners. Relative to the above the Evening News of Friday contained the following editorial ‘note: “It is to lie regretted that some. of the hot-headed members of the tem- perance deputation which waited upon Mr. Hardy yesterday so far forâ€" {got themselves as to hiss at the prem- ier’s utterances. They were present «as the guests of the Government, and 'thc ill~manuered conduct of those who did the hissing brought reproach ‘u‘pon the entire company. The cause 'of temperance reform can not be advanced by ebullitious of this char- ‘aeter; rather will it be hindered, for those who display such intcmperancc. of conduct do not inspire the respect “of the community or of public men, upon whom they must depend for the assistance necessary for the suc- icess of their aims." A controversy has been going on for the past ten days over a speech attributed to Major McGillivray, ex- M. P. for North Ontario, and Su-i premc Secretary of the Independent. Order of Foresters. It has been charged that Mr. McGillivray at the opening of a Court in Chicago, a few days before, came out squarely in; ~favor of the annexation of Canada with the United States. The alleged speech was printed in a Chicago pa- per and copied by the Toronto World. As the Major denied the correctness of the report, and as the ‘World had been drawn over 'the coals by The Mail and Empire, a [World reporter was sent to Chicago to endeavor to ascertain the facts of the case. The reporter waited on Mr. W. P. Clancy, Chief Ranger of the court that was opened by Mr. McGillivray, who afï¬rms that the re.- port given in the newspapers was substancially correct. "THE LIBERAL does not look upon Mr. McGillivray as one of the highest .typcs 0f manhood. His course on i many subjects has been very erratic. Nevertheless in the present case we are inclined to give him the beneï¬t of the doubt in the absence ofsti‘ong» or evidence than that of Mr. Clancy. The latter stands condcn l ned as a bigot by his own words. To the World reporter Mr. Clancy said: “For myself, I could not let the opportunity pass without saying there that I have the utmost-con- tempt for Her Majesty's Governâ€" rmcnt, and that'I consider the British flag the symbol of tyrrany and op- .prcssion the world over." &c. A great deal of dissatisfaction ex- ists in consequence of an attempt by the city of Toronto to enforce a special act of the Ontario Legislature ~wliich provides for the inspection and l testing by tuberculin of all dairy cows. The city Board of Health has prepared a form of certificate and is enforcing the act. Many farmers and others supplying milk to thccity . are up in arms, and meetings are be« held throughout the county. The l l half of this Municipality in respect to all and driving shed. principal objection is the expense which must be borne. by the owners of the coves, the charge for testing one cow being $2.50, ï¬ve cows $7.50, and for ï¬fteen or over 75 cents each. It is ' lso claimed that tuberculin not a sure test, and that in many is cases the operation is injurious to the . cows. it is always well to guard the pub- lic health as much as possible, but if. as it is claimed, little or no tuber- culosis exists in this county it a pity that dairymcn should be put to v trouble, annoyance and unheccssary expense. ._..__.____ is The property holders of 'l‘ori‘into Junction can scorer-ly be envied in the position in which they now iind , themselves. The assossment of the town is two millions of dollars, and their debt is one million. This means that every man‘s property is The the mortgaged to half its value. bond-holders threaten to sue for large amount of interest due, in fact the t)Wll property is practically in the hands of the sheriï¬â€˜. There are over twenty teachers einployod in tho Public School and Collegiate Institute ‘ and it. is said they have not ri-coivwl any part of their salary since last November, for the reason that there is no money in the treasury. An expression of sympathy for neighboring town would be. of no l avail at this trying moment.
