East York License Commissioners met 0!: the Clyde Hotel, Toronto. on F; {lur- day, April 17th. Present: Mr. Murgau (Clmirman), Messrs. Lvnutt, H.1I‘l‘imn. and also Mr. James Eckardt (I, u a great advantage this some act gave them over the Liberals in days gone by; and now that it has passed into the pos- session of the Liberal majority why they should wish their opponents to have and use this potent machinery which would afford Liberals the same partisan advant- ages is a matter to be wondered at. There is an overwhelming Conservative element in the members constituting the Senate. The ï¬gures are 65 Conserva- tives to 16 Liberals. It is the aim of the government to establish a franchise that will bd fair and just to all,‘ and one would naturally siippuse that the party to be the most. interested in the passage of such a. law, ought surely to be the party Ihat has lost control of the election machinery which so long furthered their scheUiequr retention of power. It seems evndent that it would he a wild course to pursue in obstructing repeal, or in blocking the passage of a proper fran- chise bill in the Senate, yet if followed to that end the tory party are deserving of a good dose of their own medicine at the hand of liberal ofï¬cials. It may be in- judicious to adopt the various provincial franchises as a basis of federal represen- tation; but in the absence of any better method being submitted. the i most fess- ible plan that recommends itself as a. fair and economic one should be accepted. good character and common schonl edu- cation, can obtain employment. fur two months in this community. S. M. FRY, Toronto, Ont. WANTED. defeat the e'ndea-mr of the govéruaeli to repeal the Franchise Act. All the more strange when It is considered what. would be diflicnlt indeed for Liberals ti deny the of: repented statement that the system was being introduced into Can adian affairs by the present goVernznenl. But it so transpires. and all the facts which are brought out and those which remain to be produced plainly teslify that the ofï¬ces vacated have bean render- ed vacant in the interests of ecmminyu the fundamental principles of Liberal politics. There have but-l) 42 superan- nations and 14 retiring gratuities made already and more to follow. The Fi- lLance Miniater informed the House that this course efl'ccted a lame savng to the Country. And why? Because in a. few isolath cases vacancies made by ofï¬cials who were B-Iperminualed on amount If age :-r inï¬rmity, had been tilled, nevertheless the gieat ungority of the v tï¬ces so vucat ed “ere aliuiialied In the drteiminatiun to ecunomise, Without. prejuidic mg the ef ï¬ciency of [he service, the goVurmnent have had to turn a deaf ear to the chim- ou:s of their friends for ofï¬ce, and reso- lutely shun the seductive and well-beat- en path travelled by their tory predects- sors when szgtisfying the demands of their followers. The country onght then to be seized with a feeling of comfortable assurance of the honest intentions of the new government as indicated by the es» timates just brought down to parliament. As the matter now stands the estimated cost of running the government of the country, for the next year, is one and a half millions less than what the late gov- ernment required to do the Wnl'k for the ï¬scal year now drawing to a. close. It seems somewhat singular that a cov- ert. threat is given out. by the opposition that, by the aid of their frisuds in the Senate, they may make an attempt to The opposition press are hard pressed to make adverse political capital out of the showing/which the estimates for the. ensuing year reveal. Thnse handed down to parliament last, week were the ï¬le m the new administratiun. Last year the estimates of the outgnii g government, as prepared by them for that year, were ac- cepted by the Liberal government as a matter of necessity since, at the late date of their accession to ofï¬ce, they new for that reason precluded from investigating and revising them. But as time went on the money voted under these estimates was not expended by them where the government saw it was not, actually re quired; and as a. result, a cnnstderabh saving in expenditure was effected. The estimates just submitted to lhr Home are acknowledged by the inure fair minded of tories, as appearing vet'v favor able when scrutinized. They admit that II is everywhere apparent that the most rigid economy has been raised by the cur)- press that supeiannuatinns and dismissal: were a subterfuge made simply tn aï¬â€˜irtl vacancies in the civil service (:f both in side and outside branches, for gnvurn ment supporters.
