The great princi- le upon which the Liberal party is l‘hunded, and in which all Liberals agree, is the principle so often enunci- atedâ€"government of the people, by the people and for the peo 10. Party, as applied to Tm-yism in ‘unada dur- ing the past twenty years, and as it is to-day, is a misnomerâ€"a fine name for faction, of which the bonds that unite it are selï¬shness and corruption, and u'hir-h wnrkod to the countl"‘»"s degra- ll‘lie scene is changed, and how re- assuring the present vista. From a colony, by whose mismanagement the Tory party had made a bye-word and a reproach zunong its contemporaries, and which, by reason of its enterprise, vastness and boundless resources should long ago have occupied its high status in national life, and have been marked with the progressive character that a, democratic form of Government by party should exhibit, Eanada. has at length ( merged from the obscurity into which Tory policy had so long held her, and has arisen to her proper sphere in the foreground of the nations of earth. Thus tnruugn line successful efforts of Liberal adminis- trators, conï¬dence will be restored in the. fundamental principle of govern- ment by party. In Order to make government by party, which, it is agreed in this country as in Great Britain, is the only possible form of government for a, country in Which the people rule, work Well, there must he a strong government and an equal- ly strung oppositionâ€"in mental calibre not numbers, of course. The country has more conï¬dence in the action of menhin the dustrial dev national asp electorate h ï¬nancial hhmde entailed upon reckless policy istmtion, yet tl have entered u) parliament when it knows that what- ever the ministry of the day may un- der take it will be subjected to intelli- gent and searching criticxsm. An op- position that would challenge the con- fidence of the country is always de- sirable if not indispensable to the suc- cessful working of our parliamentary institutions. (Jan such a. qualiï¬cation he found in the present opposition in the House ; and, if so, upon What grounds is the afï¬rmative to be based ? ‘ There is no past for them to qualify upon, and it is only by building- to the future thth such an opposition may arise. Under our system of govern- ment an opposition, let its opinions be what they may, has a. solemn duty to discharge in the public interest; and the more the respect of the people is commanded by the course the oppo- sition pursues, the better for .all. But when all its stutesmanship is simmered down to merely a perpetuxil exhibition of inconsistencies, faultâ€"ï¬ndings and impotent ill-humors, expending all its energies in Fosterizm diatribe and Davinesque wind on the-floors ofapar: liament. it ceases to be of public util- ity and fails to command either public support or respect. The Liberal Gov- ernment have been in power but little over one short year, yet have during that short space, of time, with singular energy and courage, accomplished much to command the admiration of Great Britain and the respect of the nations, and enough that should satis- fy the least friendly of critics. The outlook for the future of the Dominion was never bri rhter nor more encouraging than at t 1e present time. Never were the conditions of harvest more promising, seasons more propitious ; never business more . l . . 77 7 L_ J propitious; never business more healthy, enterprise more buoyant, hunks more, prosperous ; never the in- culculuble mineral wealth of Canada a. more tangible reality and her limitless possibilitles so emphatically evident to the whole world; and yet to the jaundiced vision of the Tory press, nothing but blue ruin is to be seen everywhere throughout the land. ‘Vhich presents the fairer picture, the past or the present ? At last the most bountiful harvest for several years has been safely gathered. The energy of the farmers has been taked to the utmcst for the past two months in cutting and store ‘ ing their crops, owing in some cases‘ to the great scarcity of farm hands. \Vith the increase in prices, especially wheat, the agriculturalist this year sees before him better times, not only for himself but for the whole country. In fact, already there seems to be. a revival of thth jovial, free-hearted, hopeful spirit, which has been asleep for the past few years, among all bus- iness men.
