The Canadian Government, would have accepted the American proposition had it not been vvtneil by Congress. It is now bind- ing upon hnLh governments to adopt the decision of the arbitrators in au- coulnnce with the treaty stipulations under which the matters in contro- vers'v were to be settled and (lzniinage Lahlish )new and valuable precedents in future international dealings. The partition of the award to the \‘zll'lUllS interests entitled to compenâ€" sation, will lw the duty of the Unna- diuu Governmcnt. It is cipected, however, that :1 considmuhle time must necessarily elapse lwfore the ofï¬cial report can reach Ottawa, as it mustbe connminicutcd to this point by the Imperial authoritins. \Vlwn thodocumcnt in question is rcceived heir it will fully disclose which of the tn'cutfxuscvcn claims sulnnittwl for ar- bitration were accepted, and which were rejected, and the distribution of the damages awarded accordingly. Mr. Bethune, a prominent rcsidmit of Victoria, B. 0., who is in this city, seems to take ‘athvr a pessimistic View of the situation. “The, news,†hcsaid, “of this ï¬nal disposition of to ( under \VllK‘ll \‘(rrs'y were to asst..se(1. "The men's, hesaid, “of this final disposition of the claims will be good neWs 0n the Paciï¬c coast, because it means that, after ten years, our rights and dues are restored to us. Butét is scarcely likely that the payment nfxthis money can do much now’d‘ur the Canadian sealers. Their business is ruined. There has been nuthing made of it for )’(‘:ll'~', and the catch is one which dc- creases every year.†One of the. leading Tory newspapers in the Province of Quebec, The Mont- real Gazette. naively remarks in re- ferrng to the gr eat over-turn in Nico- let last week, that; “the reaction is slow in making its appearance.†There is a. note of impatience as well as of despair in this reluctant ad- mission which certainly goes far to Show that the hupes of speedin re- gaining power in Canada by even the most sanguine of the opposition are fast fading as they witness their num- bers in the Commons growing beauti- fully less. One there is, however, among the remaining Conservatives in the House, who will- probably ac- cept the Nicolet defeat, or seeming de- feat, as he will doubtless term it, with the comforting assurance that it is simply another “ open door to victory" for his party; and it would be quite in order for the Hon. Mr. Foster to again get off that bit of philosophy uttered in Toronto not many weeks ago. A constituency that has al\ ’ays given in the past sweeping majorities to Conservative candidates, now to return a Liberal to Parliament with a majority equally as magnificent as ‘ those given by it the other way, hith- erto, is a verdict which cannot be read otherwise than a great victory for the Premier, and an emphatic denial of the Tory invention of a serious divis- ion in the Liberal party of Quebec. It V may be safely averred that never in the history of Canada was the Liberal party more thoroughly united than it i is at the present time. Opposition critics would strain any point to think lotlierwise, and the wish is father to the thought. Atter eighteen years of struggle. with those whose retention of power was secured by means which no one is now anxious to be found (le- fending, the duty of shaping the des- tiny aud managing the affairs of Can- ada has devolved upon a Libe 'al govâ€" ernment. There is nothing extraqu (linary in such a change being made. Not even the mmt ardent admirers of the former adznhistration can con- scientiously say that it was not time for its removal f1 om the function of governing this country. It was freely admitted by Conservatives every- whele that a change \ 'as necessary in the interests of the. Dominion and actuated by this fact many conservati- ‘\'t s joined the liberal forces. If there was any reason to doubt whether the tr of the gnvomment of Canada, Conservative to liberal hands perfectly acceptable to the 1' it has been fully and emplm answered by the unboundod .5 of tlzelihernl party not only ‘ polls in June, 1896, but by the polls in June, 1896, but by the extra- ordinary results of the bye-elections held since that date. That the present Ministry should hold office for a. reasonably long’period seems to be the nnmistakeahle desire of the country. The opposition, such as it is, has its mostim ortant function to work in the goo( government of the land, and a vigilant criticism of the proposal and acts of the occupants of the treasury benches, is not only right but patriotic. But it cannot be considered either right or patriotic. for the mere purpose if possible, of weakening that which the common weal requires to be strong and powerful, to wage a. kind of guerilla Warfare, in the foolish endeavor of sowing division where all are, as they ought to be, united. Such a proceeding is not commendable but exhibits tactics of a low order as well as makes the present weakness of the party now in opposition, all the more manifest. It but shows the lean and hungry eagerness of the opposi- tion to regain that which is to-day ad« any the aim life well as makes the party now min-o manifest and hungry e: tinn to regain mitted unatta' not, at prese} pm )position ‘th Silv ings, plate Lady assistant .
