It is only fair to remember that the “trouble originated with the Ameri- can 1umbcrmen,at whose instigation high duty was placed upon Canadian lumber taken into the states, while at the same time it was provided that should Canada retaliate by a similar duty the American duty should be increased by the addition 'of duty Canada exacted. To this jug-handled arrangement Ontario at length responded by forbidding the export of lumber into the States ex- .cept in a manufactured state, and \this is the law against which the "Miehiganders are now protesting, claiming that that regulation was not ;in' the agreement under which they ï¬mr‘e’hased limits and that they are therefore unjustly handicapped, by a «rehange which they denounce as a breach of contract.
