'It is decidedly puzzling to the ‘average elector to understand the ‘line of reason by which any man calling himself an “Independent; Liberal,†can offer opposition to the ‘present Government. Take for ex- -‘ample the member for Lisgar, Man, who was elected in 1896 asastraight supporter of the Liberal party under Sir Wilfrid Luurier. That party had laid down a clean-cut straight- forward platform which included tariff reform, purity of administra- '*tion, franchise reform, economy in the public expenditure, holding of «public lands for the bona ï¬de settler, etc. The tariff has been reformed to “such an extent that the customs charges on imports this year have 4actually been less than 16 per cent., :3, reduction moreover under which the trade of the Dominion has in- creased from $238,000,000 to $380,- 000,000 in four years. Public affairs have been so honestly administered *that the most rigid Opposition scrut- iny has failed to ï¬nd a dollar mis- appropriated. The franchise has been reformed by the repeal of the costly and unworkable franchise act, '- and a return to the Provincial fran- chise which was found perfectly sat- isfactory when previously in opera- tion. The public moneys have been so wiselycxpcnded that while $1,- "'000,000 has been spent in governing the Yukon, $2,000,000 in sending aid to the empire in South Africa, nearly $16,000,000 of liabilities left by the former Government wiped -out; other millions spent in complet- ing canals and in rushing forward public works for the development of the country, all in excess of what was spent by their predecessorsâ€"in spite of all this the taxes have been reduced $13,000,000 in the four years and surpluses accumulated to a total of $14,000,000 in the same period. As to public lands they are no longer being handed over uncon- ditionally, and in vast areas to rail- way corporations, but are held for sale to actual settlers in homestead lots, with the result that thousands of homesteads have been taken up since 1896 in comparison with hun- dreds prior to the change of Govern ment. Under the ï¬scal phi? y of Mr. Foster and his predecessors of the same politics, the trade' of Can 1a grew $3,000,000 a year; under Mr. Fieldings methods it is growing S33,- 000,000 a year, and promises yet greater expansion in the future. Under Mr. Foster the expenditure was over 2‘.‘ per cent. of the total trade of hu untry; under Mr. .Fietmng 1hr A}. unlit-um is only 13% per cent. r-I‘ ]ili‘ mun trade. ï¬nder the last four seals of Mr, RICHMOND HILL. September 27, 1900 Hon. Mr. Foster’s main estimates for 1897 were $38,357,000; supple- mentaries $4,660,000; capital ex- penditm‘e $2,819,000; railway sub- sidies 82,772,000; Prince Edward Island railway $2,500,000; Crow’s Nest Pass railway $1,650,000; and Atlantic steamship service 37 50,000 ; or a. total of $53,500,000. Mr. Field- ing’s estimates for 1900 are $552,000,- Under was ove trade 01' Fielding per cent. INDEPENDENT MEN ARE SAT- ISFIED. 000, or a million and a half less. Mr. Foster never managed to make- ems meet, but; always came out with a deï¬qit. Mr. Fielding has had a substantiai‘surplus three tiiï¬es out of tour, the suipius this year being over $3,000,000, tnémkrgest that Canada has ever known. Changeâ€"H. C. Bailey. A COMPARISON We venture to say there is no more reason to doubt Mr. Campbell’s respect for the Qneen than there is Mr. Wallace’s or any other man’s, and there is not a line on record to show that Mr. Campbell is an ad- mirer of Mr. Boui'assa. This is 17m- fair ï¬ghting, and it is a pity that Contestants will drag the good name of the Queen into party discussions. It is becoming more apparent daily that the great national issue to be emphasized by Hon. Hugh John’s entry into Federal politics is his facial resemblance to his father. While the Liberals have more than half suspected from the ï¬rst that~this was about as strong a claim to public conï¬dence as he possessed, it was hardly to be expected that the man’s own journals would make it so prom- inent a feature of their reports. But the Tory papers are repeatedly tell- ing how, when Hugh John steps for- ward to speak, some body places a bust of Sir John A. upon the table beside him, and everybody cheers, while the ladies in the front row ex- claim, “ My ! but isn’t he like his father ? †This identical incident has been reported as having occurred already in three or four places, and it is evidently permanently included in the “business†of the perform- ance. N. C. Wallace is not going to be set aside for Bourassa’s admirer." The Mail and Empire of Monday also had an editorial note along the same line, saying that “ Archie Campbeil now Wants to put the same but on West York, †but that “Hon. Hon. N. C. Wallace is reported in The World to'h’ave said in a speech in East York last week that “he had yet to teach Mr. Arch Campbell to take off his hat when “God Save the Queen†was being sung.†Ir tthillage of Richmond Foster's ï¬nancing the public debt grew $17,000,000 ; under the four years of Mr. Fieldings it has only in. creased $7,000,000, and this current year it has actually been reduced for the ï¬rst time since Confederation.
