Now Mayor Maedonald is neither better nor worse than he was Mr. Maolean and The World whip- ;‘wd the Toronto Conservatives into line and achieved a victory by elect- ing Mr. Howland by a large major- iity. No one who knows Mr. Mao- lean well will show surprise on his taking the ground that municipal contests should be run on party lines, but some people would hesitate be- fore expressing a belief that he would drag the name of Sir Charles Tuppcr into the discussion. Last Saturday’s World says that “ The Old Man †in a private con- wersation With-Mr. Maclean thinks it proper that party interest should be guarded. According to The World Sir Charles excuses Mr. Maclean in the following words :â€" Particular interest attaches to the annual report of the Post Master General, which has just been "issued from the fact that it is the record of the ï¬rst complete year under the re- duced domestic and foreign postal rates. Briefly it may be said that the results of that reduction have fully come up to the expectations of the government. When the present administration assumed ofï¬ce they found a deficit in the Post Oï¬ice De- partment of $800,000. In a couple of years after Mr. Mulock got matters into his own hands, this had dwin- dled down to $47,000, and the ser- vice better beyond all comparison. Then came the great reduction of postage rates and the deï¬cit has in- creased again to $460,000 but so rapidly is the business revenue grow- ing that there is every reason to ex- pect a restoration of the ï¬nancial No doubt many men are biased to- ward their own party in municipal elections. While this is not a sound principle it is not to be wondered at in individual cases.
