Petitions were received from J. 0. Steele and '50 others. and from Andrew Lloyd and 58 others asking the council \U reduce. hotel licenses from $130 to $110. The above. petitions were laid waver for furthei consideration. A petition was also presented from Thus. Lane and several others praying the. council to oppose certain legisla- Lion which was about to take place at the present, session of the Ontario House nut-horizng the junction of the .ut‘Ll'UpUllLllll Street Railway with the ,(‘. 1’. kt, thereby making Yonge St. a, trunk line for heavy freight traffic. A petition was presented by Ruhr. Forbes. signed by a, number at mu»- payers, asking to have a. certain por- tion of what is known as Old Yonge St. in the village of ’l‘horuhill closed for public travel. The budget speech delivered in the House of Commons last week by Mr. Fielding, Minister of Finance showed that Canada’s aggregate _ foreign trade increased $59,856,000 last year, the biggest increase in any one year since Confederation. This is the more significant when compar- ed with the rccard of the 18 years of the National Policy ~~-~1878 to 1896â€"â€" wben the grand total of increase was but $66,000,000. The grand total of increase in the foreign trade of Canada in the five years of Liber- al tariff is $157,000,000, or an aver- age of over thirty-one millions of dollars per annum as against an aver. age increase of a little over three million dollars in N. P. (hrs. The Finance Minister also reminded the country that previous years under the «present Liberal Administration had produced surpluses totalling in all over $14,000,000, and he predicted a sur- plus in the present year, ending June next, of $6,000,000 more, making *for five years of Liberal financing (not reckoning 1896-97) surpluses aggregating considerably over tWen- ty million dollars. Another feature oflast year's financial statement was ‘the fact that the national debt had been reduced. This has only occur- ed twice before since Confederationâ€"â€" 'oace in 1871 under Sir Francis Hincks, and again in 1882 under Sir Leonard Tilley. In a young country like Canada where vast public works ' are needed to open up and develop the national resources, where rail- ways, canals, harbors, etc., are neces- sary, and must be aided by large grants from the public funds heavy charges on capital account are to be . expected but in spite of exceptional demands this past year, and in spite of the special call to equip the South Af- rican Contingents, the total expendi- ture had been more than met, and in RICHMOND HILL.
