Campbell‘s address to the electons of West York. This address covers many questions and should be care- fuily read by the electors before they Cast their votes. The world last Saturday contain- ed an article in which it was pointed out that since the death of Sir John Maedonald the Conservative party th no one to cheer for. The World referred to the Conservative leaders: s “a clique of ineompetents working by underhand methods, doing their little utmost to prevent anyone com- ing forward that the Conservatives could cheer for.†This is hard on Mr. Whitney, Sir Charles Tupper, Mr. Borden and other leaders. It is certainly noticeable that the Liberals of the Dominion and this province are always proud to refer to their leaders, Sir Wilfred Laurier and Hon. G. W. Ross, whereas for the Conserva- tives to raise any enthusiasm it is necessary for them to speak of the late Sir John Macdonald. THE LIBERAL is not prepared to point to any particular section in the Statutes governing the case, but our plan would be to have it unlerstood that part of the duties of our Village Inspectorâ€"who is County Censtable is â€"to be present at places where there is likely to be trouble. Should an individual not the rowdy or make himself a nuisance at an entertain- ment or public meeting we would have the constable remove him at once. Then if the party removed eels he has a grievance let him seek hr justice. A few dollars as a test case would be money well spent. ‘ This, in our opinion, would be better than to admit that the Reeve and Council have no power to maintain good order within the limits of our village. We have great faith in tie ‘ adage, “Where there's a will there's a 1 way.†At the nomination meeting in the Council Chamber on Monday, it was pointed out and freely admitted by thoae present that several cases of rowdyism had taken place in the *~ village during the past few months, "but that the perpetrators had escaped punishment. It was also shown that disgraceful conduct had been indulg- ed in at public entertainments in the hall. While this disgraceful conduct was deplored by all those who spoke ‘ 0n the question it seemed to be the general opinion that the Council had no power to deal with the matter. RICHMOND HXLL.
