.The World of Monday states that Warden Henry has appointed Mr. G. H. Reed, Principal of Markham High School, to the position of Inspector of Public Schools for South York, to succeed the late Mr. Fotheringham. We know no reason why Mr. Reed would not make an excellent inspec- tor. But there are also a number of other good men who have applied for the position. Warden Henry’s *ap‘ pointment is only provisional, which the members of the County Council may either accept or reiect when they meet two weeks hence. For that reason we believe it would have been better to have given all the applicants an equal chance. Certainly, the schools in ’ South York would not sufler for the want of an inspector till the'Council meets the latter part of November. The Toronto World of Tuesday had a special despatch from Ottawa say- ing that a Conservative caucus will be held on Friday when it is expect- ed that Mr. R. L. Borden will tender his resignation as Leader of the Do- minion Opposition. The despatch says that “while a section of the op- position entertain the utmost loyalty towards R. L. Borden, personally, they are convinced that be will not lead them to victory at the polls, lacking, they say, the power of strong leadership. They base their claim on one or two incidents in the House when he failed to fasten upon the weakness of the Government, and make his party the mouthpiece of public opinion. TO THEIR LEADER We can imagine that Mr. Borden does not put much value on the kind of loyalty (?) referred to above. The charge made by those Conservatives, including the Evening Telegram, is not that the proposed naval policy is bad, but that it is not good politics to support any measure introduced by the Laurier Government. @112 fiiheral. As might be supposed, King Ed- ward on Tuesday received congratu- latory messages from many notables, including the President of the United States. Long may he reign. At the last meeting of the Village Council a claim was made for sheep killed by dog or dogs. The owners of the sheep agreed to free the Coun- cil from any further obligations if the latter would pay half the value of the sheep. Councillors Sanderson and Hopper expressed a willingness to compromise in that way, but Conn- cillor Trench objected to the proposal, and Reeve Pugslev thought the ob- jection was well taken. The law clearly states that municipal councils shall pay two-thirds of the value of sheep killed by dogs, but only when it can be shown that the owners of the dogs are not known. Councillor rDrench stated there was evidence to show that one of our citizens kicked the dogs away from the sheep they were worrying, and that one of the dogs belonged to his next door neigh- bor. If that is the case, surely there should be no compromise. The law also clearly states that dogs known to worry sheep shall be killed. The dogs blamed for causing the damage are still at large.
