The Newmarket Express-Herald a couple of weeks ago very properly drew the attention of its readers to the fact that the Ontario Government were making blunders in our school system. It was pointed out that a few years ago an act was passed compelling rural school sections to pay salaries to public school teachers, based upon the assessment. As there was strong opposition from almost every school board in the Province the Government had the good sense to repeal the objectionable measure. Sir Wilfrid Litui‘iei', Premier of the Dominion, and Canada's favorite eon, receiVed many messages of con- gratulation last Saturday, his sixty~ eighth birthday. Messages of good will were received during the day from all parts of Canada and Great Britain, and His Majesty King Ed- ward evidenced his appreciation of Sir Wilfriid’s position and services to Canada and to the Empire by cabling a personal message of congratulation and good wishes. RICHMOND HILL. ONT†1' Last year a regulation Was issued by the Education Department order< ing that each teacher in urban schools be paid a bonus over and above his regular salary. We believe the bonus to the principal is $30 a year, and to each assistant $20 a year. Doubtless the object of the Government is to secure greater efï¬ciency in the schools, but could any regulation be more absurd than the above? It matters not how good or how poor the teachers may be, whether the trustees are giving them high salar- ies or low salaries, every teacher in a city, town or village school is to have a bonus over what he or she agreed with the trustees to take. And if such a regulation could in any way be construed to be judicious, why did the Government discriminate against rural school teachers? Why should school teachers in country schools not receive a bonus as well as those in town or village? We believe the Ontario Government and the Educa- tion Department will ï¬nd difï¬culty in justifying themselves before the tribunal of public opinion. Two more letters regarding sitting at street corners appear elsewhere in this paper. ‘ We believe a discussion along these lines will do good. Most people agree that anything in the form of loaï¬ng should be discouraged. To suggest a remedy, however, that will work out satisfactorily is a more difï¬cult task than may at ï¬rst appear. The speech of Sir Wilfrid Laurier in the debate on the Address proba- hlv surpassed any of his previous efforts in patriotic fervor, nobility of thought, and eloquence. Speaking on the Canadian Navy, he gently reproached Mr. Borden, Leader of the Opposition, for not discussing the question. and more severely handled Mr. F. D. Monk, Conservative Leader in Quebec, for raising up prejudice in that Province against Imperial unity. Adinidst the greatest en. thusiasm the Premier pointed out the responsibilities of Canadians in the following eloquent words: ~â€" @112 ï¬ibemi. “Wherever there are rights, wher- ever there are privileges, there are likewise duties and responsibilities; and so long as we enjoy the rights and psivileges of British citizenship, so long we must. we shall, we will assume and accept all the responsiâ€" bilities that appertain to that position. I say ‘we.’ What do I mean?‘ I mean Canadians of all origins, of all races, of all nationalities. I mean Canadians from the east and from the west, 1 mean Canadians above all of the Province of Quebec, who claim the honor of being descended from a men whieh has always stood foremost in chivalry, in * nor and in v†idealm BONUS T0 TEACHERS.
