Owing to the fact that The T0- ronto World is in open rebellion against Mr. R. L. Borden as leader of the Opposition, and because The Daily News and The Evening Tele- gram have likewise been giving their leader the cool shoulder, a. caucus of Conservative members was held at Ottawa. on Tuesday in order to patch up matters. It was stated at the meeting that there was no\ real foundation for the reports circulated concerning disagreements with the leaders, and a resolution was passed expressing confidence in Mr. Borden. It is certainly not surprising if Lib- erals feel inclined to smile over what they see and read in Ccnservative neWspapers. Last year Hon. Charles Murphy, :1 member of the Dominion Cabinet, was much blamed in many quarters for not taking upon himself the re- sponsibility of dealing a. hard blow to race-track gambling. Many peo ple seemed to think that as soon as Parliament assembled the members Would at their earliest convenience express their disapproval of the evils of betting by passing a law that would make book-making an illegal transaction at horse races. In this the public has been mistaken. The Miller bill proposed that gambling as a business on the race-track should be prohibited by law, but by a small majority the measure was defeated when it came up in committee. The evil of the betting business was ad- mitted by all, but strange to say many of the members took the ground that horse racing could not be made to pay n the betting were eliminated, therefore their mode of reasoning caused them to vote in favor of betting sax-l the bookmaker. The Markham Sun in a recent issue gave expression to some good ideas concerning the license situa- tion in Ontario. The article was inspired by Mr. Thompson, license inspector for East York. Mr. Thomp- son pointed out that when he took office four years ai’go there were 24 licenses in this district. Today there are only 9. And as licenses are de- creasing year after year Mr. Thomp- son says ’he believes the Government will soon do away with the present system, dismiss all the local inspectors, and administer the law direct from the department in Toronto.
