The Evening Telegram is a news- paper that believes in kicking'a man when it thinks he is down. After a single defeat in Drummond-Artha- baska, on the question “Shall Canada assist in the'def'enee of the British Empire,†The Telegram points out in a three column editorial that Sir Wilfrid Laurier is a mediocrity. “As a legislative guide, or as a creater of policy, he has; been a disaster. As‘ an administrator he is a joke.†Everybody knows that the Canadian Premier has spent the greater part of his life in endeavoring * to harmonize the different creeds and races in this country. And as if to exhibit its lack of knowledge, The Telegram asks, “What has he done to promote ‘I or secure harmony?†And after proving to its own satis- faction that the Premier has been an utter failure." that independent?) sheet assays: ‘ng‘a’inst the personal character or integrity of Sir’Wilfrid Laurier no slightest breath of scandal has ever blown. Even: his political integrity stands on a very high plane.†The-V wonder is that The Telegram will admit so mï¬chï¬ A gotd deal of idle talk has been indulged in: during the past few weeks relative to bilingual schools in Essex and Kent Counties. Sir James Whitney has appointed Dr. F. W. Merchant, Chief Provincial Inspector of, Public and Separate Schools, to make a thorough examination ‘into the whole situation, and report as to the actual conditions. Until the in- 'Vestigation is completed it is well to have little to say about the bilingual system. The Mail and Empire in an editor- ial note the other day pointed out that the Kingston Standard, another Conservative paper, recommended the electors in Drummond and Artha' baska to vote for the Bourassa candidate. ..The paper reasons thus; “Mr. Bourassa will not have an opportunity to do harm whereas the separatist and Anti-British policy of Sir Wilfrid Laurier may, unless checked, make headway.†Sir Wilfrid Laurier and his candidate did their best to reconcile the French Canadians to the Government’s naval policy. Mr; Bourassa and his candidate said that Canada should take no part in raising a navy for the defence of the Empire. Is The Mail converted to the Bourassa policy ? Section 23 of the Naval Service Act, of Canada, reads: “In case of an emergency the Governor in Ocuncil /may place ’at the disposal of His Majesty, for general service the Royal Navy; lche Naval Service, or any part thereof, any ships or vessels of the Naval Service, and the ofï¬cers and. seamen serving in such ships and vessels,. 0' any ofï¬cers or sea- men belonging to the Naval Eel-vice.“ The Mail and Empire will go any length in endezwors to excuse Conservatives in Quebec for voting for the Bouraasa candidate. In its leading editoral Tuesday The Mail said: “The Drummond and Artha- ~1aska electors‘were' asked to approve of expenditure upon a navy which they were told was never to render assistance to the Empire, otherwise than by pnoteeting our‘own coasts. They were not invited to register an opinion'npon the question of giving aid to the Motherland in a time of emergency.†‘ EICHMOND H11}: 61w... Nov. 10. 1910 i119 ï¬refliheml; NOT WELL ADVISED.
