Tuesday's dailies gave- the infor- mation that ' the Dominion Parlia- ment will meet in November. The Premier, Rt. Hon. R. L. Borden, gave as his reason for summoning Parliament, the necessity of consid- ering the navy question. That sub- ject has been before the people for a long time and it is certainly time” that some pronouncement should he made as to what the Government preposes to do. But judging by his recent utterances the Premier seems not yet to know where he stands on that question. Mr. Borden says that if the situation is grave, and if the 'Mother‘Country assures him of this he will appeal to Parliament for im- mediate and efi‘ective aid, and if this is not forthcoming he will appeal to the country. It is generally sup» posedthat the Conservatives have a majority of nearly 50 in the House. As Mr. Borden speaks of an appeal to the country does it not look as if he were not sure of the support of his party?
