The Toronto World has suggested that the Government should bar out of Canada the American Review of Reviews, The Literary Digest and The Saturday Evening Post. The World charges that those magazines should be barred out of this country on the ground that they are in sym- pathy with the enemy in the present war. Unless it can be shown that those periodicals are likely to make trouble our Government will not be inclined to interfere with their circuâ€" lation. It is always pleasant to have sympathy extended in time of trouble, but it would be a mistake to look upon as enemies those who may seem cool or indifferent in the present struggle. It is to be regretted that it was necessary for Commissioner Harris of the Toronto Water Works Depart- ment to contradict in the press 21 rumor that the water in the Reser- voir had been poisoned by an enemy. Mr. Harris stated publicly that the rumor was without foundation, and that since the declaration of war Toronto’s water supply has been properly guarded by the militia.
