McGuin ONTARIO ONTARIO nud North- Elgin 5309 .0 0-9 Provided that certain amendments to the Highways Act pass the Prov- incial Legislature at the present ses- sion it is expected that Yonge Street in Richmond Hill will be paved this year. The proposed amendment will provided that the Province pay sev- enty-ï¬ve per cent of the cost of con- struction of the pavement. The total cost would probably be in the neigh- borhood of 825,000 or $30,000 which would make the village responsible for about 86,000 or $7,000. . The road is in a deplorable state and is in such a condition that the annual expenditure for upkeep under present conditions promises to be a large item. It is therefore quite apâ€" parent that an expenditure of six or seven thousand dollars which would be taken care of by the issuing of de- bentures and would not be too heavy a burden for the taxpayers, is the log- ical solution. Richmond Hill would then have a main street Which instead of being a bone of contention and de- cided draw-back to the town would be a credit to the municipality and leave a good impression with the thousands of people who pass through every year. Reeve Lunau accompanied by coun- cillors Baldock and Herrington inter- viewed the department of Highways last week and it is understood that it is a foregone conclusion that the amâ€" endment will pass the house as it is sponsored by the government. The members of the council are quite fav- orable to the proposition and as soon as the enabling legislation is brought down it will be immediately brought up for consideration. When paving was considered previously the esti- mated cost for the vilage was some- where in the neighborhood of forty thousand dollars which covered cost of curbs and gutters which had to be built. ~It is understood that there will be no provisoes whatever in the present legislation regarding the work which must be done by the village. t has also been intimated that the _T. T. C. will be approached with a ‘Iview to having them move the 'radial tracks to the centre of the lstreet which with ten feet of pave- Ement on either side would make an jadmirable main street for Richmond Hill. As it is apparenty the inten- tion of the T. T. C. to change the lgauge this spring the time seems op- Iportune for making this suggested change which would be a great boon to the appearance of the street as well .as a convenience for trafï¬c. The proportion of the cost agreed upon but not exceeding in the case of a town ï¬fty per centum, and in the ‘case of a Village seventy-ï¬ve per lcentum, of the cost of the work to the {extent of twenty feet in width of the ‘travelled portion of the highway shall ’be paid out of the Fï¬md and the re- Imainder shall be borne and paid by ‘the urban municipality. I A road shall not by reason of its 'having been constructed or improved under such section become or be the ,property of the Crown, but every such [road after its construction or improve- ment shall be under the jurisdiction |of the council of the municipality in which it is situated and shall be mainâ€" tained and kept in repair in the same ’manner as other roads in the munici- pality.†Yonge Street Should Be Paved This Year. “Where it is deemed by the Minisâ€" ter as desirable and expedient an agreement may be entered into with the corporation of an urban munici- pality for the construction therein by the municipality or by the Depart- ment of any highway which is a con- necting link or extension of a prov- incial highway. The proposed amendment to the Highway Act is as follows:â€" HORTICULTURAL MEETENG The members of Richmond Hill Horticultural Society were specially favored on Tuesday evening last when Mr. J. S. Clark a director of the Toronto Society gave a most in- telligent and helpful address on peo- nies. Mr. Clark is one of the very successful peony growers of Ontario thus his information gained from ac- tual experience seemed very practi- cal to the ordinary amateur gardener. He traced the history of the peony through many centures showing how Clark Addressed Local Horticul- RICHMOND HILL, ONTARIO THURSDAY, MARCH 24, 1927. tural Meeting. the present 300 listed varieties had all originally sprung from the two old types, viz., Alba Flora (white) found in Siberia and Rubra (red) found in Southern Europe. The speaker claimâ€" ed that the peony next to the rose was the most widely known and fav- orite flower. It even surpassed the rose for mass formation effects and was less trouble to grow because dis- ease and insect pests are almost un- known to it. In planting the following points were important for the best results. (1) Plant in the open so that the root will receive plenty of air and sun- shine. (2) Dig the hole 3 feet every way if possible but plant the root itself shallow with the crown not more than 3 inches below the sur- face. (3) Choose a root with plenty of small ï¬bres. (4) Place a layer of pulverized man- ure at the bottom of 'the hole and work well into the soil, but do not let the fertilizer touch the root or root fibres. (5) Loosen the ground around the plant in the spring to ad- mit the air. (6) Supply the plant with plenty of water just before the blooms burst. The French producers such as Calot and Lemoine still hold the foremost position as originators of this won- derful flower and the following list includes some of the best varieties at moderate cost. Festiva Maxima (Miellez); Marie Lemoine, (Calot); Mons Jules Elie (Crousse); Madame Lemoine (Lem- oine); Duchess de Nemours (Calot); Reine Hortense; Lord Kitchener; Sar- ah Bernhardt, (Lemoine).
