Way Cleared For Appointment of a Local Magistrate There were two vacant chairs at the regular meeting of the Richmond Hill Council held in the Council Chamber, on Monday night. Reeve Lunau pr-e- sided and councillors McLean and AI- bert Chapman were present. The agreement with the contractor in charge of the construction of the extension to the waterworks which Was signed by Reeve Lunau on behalf of the municipality was ratified after considerable discussion. It provided that the work should start on June 25 and be completed within three weeks. The consideration of the contract is $2450. Reeve Lunau explained that on account of so much time lost due to wet weather it would be impossible for the contractor to finish on schedu- led time but said that the work was progressing favorably. Councillor Mc- Lean moved that the council go on re- cord as ratifying the action of the reeve in signing the agreement. Coun- cillor Chapman said he would second the motion only on the understanding that the contractor carried out the terms of the agreement. It called for concrete abutments to be placed every ten feet but in a certain portion of the work they were placed twenty feet a. part with cedar posts driven at the ten foot intervals. To his mind this was not satisfactory. “The agree- ment calls for concrete every ten feet; we’re paying for them and we should have them” said Mr. Chapman. The reeve explained that a clause in the agreement said that these specifi- cations could be changed by the engi- neer. He pointed out that the posts were driven on a slant and he thought that with the heavy iron bands used would be satisfactory. Councillor Chapmanâ€"How long will they last? Reeve Lunauâ€"Longer than you or I or anyone else in Richmond Hill. \Councillor Chapmanâ€"I have my doubt pbout that. The contractor has chan- ged for the remainder of the work and is putting the concrete every ten feet. Why not have it right all the way down. I will second the motion only on the understanding that this is carrâ€" ied out. Reeve Lunauâ€"Well we’ll have to see the engineer; will you talk to him ? Mr. Chapman â€" Yes I’ll talk to him. Bring him here. I’m not sup- posed to run all over looking for him. This work is called for in the agreeâ€" ment and it’s up to the council to see that it is done'. The motion was passed with the understanding as outlined by Council- lor Chapman. Reeve Lunau introduced the quest- ion of the construction of a sidewalk -on the west side of Yonge Street. north of Arnold Street. He pointed south of Hmvs Garage out that this section of walk was in a ldeplorable condition and should be re. placed if possible. He said he was ashamed of it every time he came up street as it. was not in keeping with the fine paved highway. These vacant lots should be attended to, Reeve Lunau said that there were a few private places which needed at- tention but that the streets had been taken care of. Councillor Chapman ‘sad that one of the worst places was the lot at the waterworks which be- longed to the town. There were trees there full of worms and the weeds were Liad. The members of the water- works committee were instructed to see that this condition was corrected. All scrubby trees and brush along the streets of the town will also be cut. It was complained that these were unsightly and a breeding place for pests and should be removed. With unfailing regularity recurs the question of the place of meeting. The council chamber was hot and rather lstuffy and the business was transact- ed by the councillors in their shirt sleeves. One of the arguments for having the meetings in the larger chamber was that it would provide better accommodation for the rate- payers. The audience on Monday evening numbered three. Councillor McLean thought that the clerk’s office could accommodate this moved that crowd and therefore in future all meetings be held there. Councillor Chapman seconded the motion and it carried unanimously. At a special meeting. held some time ago the matter of the appoint- ment of a local magistrate was con- sidered. The Attorney-General's de- partment was communicated with and a letter from that office said that if the municipality would agree to pay a salary to such an official and would advise the department what the a- mount of same would be that they would consider making the appoint- ment. It was explained that although [the municipality would be responsible ate that all costs levied would go to the village. In the meantime the council have appointed a new constable to take care of the highway traffic and will take no further action in the matter at the present time.
