Three years after the city_ of Tor- onto was incorporated, nmety-six years ago, Thomas Shaw was born in Paint up and clean up General News and Views In a few days he will be ninety-six years old, yet he has never had a ser- ious day‘s illness during his long life- time. He does not smoke, he has nevâ€" er partaken of alcoholic beverages, and he sleeps at least eight hours every night. That is his recipe for a long, healthy life, and surely he should know, for, although he has passed man’s allotted span of exist- ence by 26 vears, his hearing and sight are still unimpaired. His appe- tite is excellent; he likes his-job, and, in his own words, he “sleeps like a top every night.†Stouffviile. The former event took place on March 6, 1834, and the date of Mr. Shaw’s birth was May 9, 1837. He was 69 years old before he moved to Toronto, Where for twenty-eight years he has been court constable of the general sessions. He is well- known to hundreds of citizens, partic- ularly those who have served on grand juries. An important judgment was hand- ed down in a Hamilton division court the other day which may have a far- I‘eaching effect. It was to the effect that municipalities are not under legal obligation to take care of all who are in distress because of unemnloyment. It appears that a Hamilton man was deprived of relief by the city because he was the owner of an automobile and a. radio. He entered suit against the authorities on behalf of his chil- dren and himself, and the decision of the division court was that municipal wovernments are not bound to prowde relief ; that any assistance given is a. privilege and not a right, so far as the recipient is concerned. It might be well for a good many people to realize just what is involved in a judgment of that kind. There is a certain kind of individual who looks upon relief as legally due, him, who openly declares that the muni- cipality must take care of him and his family, and who believes that the civic authorities have no other alter- native but to Drovide him with the necessities of life. This Hamilton judgment shows that Canadian municipalities are under no such obligation. that thev are not le- gally compelled to provide food and shelter for those in need.
