Mr. Grant and his solicitor said this was something new to them. Reeve Perry said, “There are two things to consider in Concord â€"- there is no money . . . and no water available." Mr. Ralph said he had indicated that to the ratepayers but told them to get the facts so they will be available when water can be piped in.
