Newman recently re- ceived a certificate from the Department of Education which will entitle him to act as an inspector in elementary schools. However. the 36-year- old teacher said he is hesitant to make the change as it would likely mean moving away from a community he had come to hold in high regard; Mr. Newman. who started teaching at 18 years of age, received his Bachelor of Arts degree from Western Univer- sity, London, in 1957. Four years later he acquired his Master’s degree, from Univer- sity of Toronto. He had taught in Timmins, North Bay and Huntsville, as well as an RCAF base station school before mov-‘ ing to Richmond Hill. ‘ Mr. Newman feels MacKillop School has a “good all around teaching program" in that in addition to the regular grades it supports a fine choir and a good physical educational pro- gram. “Mrs. Newman and I would miss Richmond Hill. Speaking at the annual con- vention of district 12 assessors‘ convention Mayor William Par- ish of Ajax said that one of‘ the major reforms required in, our system of Ontario munici- pal government is the immedi- ate institution of regional gov- ernment. Mr. Parish said that this form of government should not be another layer of govern- ment but replace and elimin- ate the municipalities of the area which it governs. It was Mr. Parish’s thought that regional government would be part of a county and that cities would become part of the regional government. According to Mr. Parish some of the advantages that would derive from a regional form of government would be the elimination of competition between many municipalities. which, under present condit- ions. duplicate services, a lar:,- er council with a better assess- ment base that would enable it to do a better and more effic- ient job and would enable bet- ter qualified men to be hired and paid higher salaries. Additional advantages that would be inherent in such a plan of government would be that better planning and broad- er viewpoints could be adopted. It would reduce the number of fringe problems that have to be dealt with under the pres- ent system and a more intelli- gent approach could be taken in the matter of sewers. water, roads. hydro. police and fire protection services. These could not be done Mr. Parish said, with a host of minor and major municipalities.
