FormeTChairman' Claims Board} Spends Too Muchi His motion to give the mun- icipality control over capital spending of its current tax money by the Board of Educa- tion. is under consideration by North York Council. Charging the North York1 Board of Education with hav- ing “champagne tastes". town- ship councillor Frank Watson has proposed a motion to end the “free wheel spending pract- iced in the past by the board." His motion to give the mun- icipality control over capital spending of its current tax money by the Board of Educa- tion. is under consideration by North York Council. Councillor Watson said he has no quarrel with the amount of debenture money spent each year by the board. This is care- fully scrutinized by both the Metropolitan School Board and the province. he said. But he does contend the township Should have the right to regulate the capital expend- itures out of current funds. The board has been exceeding the Metro ceiling price for schools by about 10 percent. he com- With School Section N0. 6 in area number 3 closed. the school board had some intric- ate planning to do. They had to arrive at the greatest good for the greatest number for re- zoning the classes. Grades 1 and 2 from all sections will at- tend the school nearest their home. Class arrangements have been worked out to facilitate teacher-pupil relationships in the matter of numbers in the class and for the most conven- ience in transportation. The plan is as follows: All pupils north of 17th Avenue on Don Mills Rd. in grade 1-5 inclusive will go to No. 7 school, and all pupils south of 17th Avenue on Don Mills Rd. in grades 1-5 inclusive will go to No. 5 school. Please note that all pupils for grades 6, 7. and 8 and auxiliary class will attend No. 4 school. Lions Barbecue But he does contend the township should have the right to regulate the capital expend- itures out of curnent funds. The board has been exceeding the Metro ceiling price for schools by about 10 percent, he com- mented. This year. he estimates the board wlll spend $750,000 in ex- cess of the ceiling set by Metro and predicts the figure will rise to a milllon dollars ln 1964. Mr. Watson said North York Board must lean} to live within the ceiling set by the Metropol- itan School Board and curtail their thirst for expensive ex- tras. Municipalities across the pro- vlnce are taking a new look at their obligations to their school boards following the recent in- cident in Ajax. The school board there com- pelled the town to raise $60,000 for construction of a gymnas- ium. Mr. Justice Campbell Grant of the Supreme Court of Ont- ario ruled that while municipal councils could be compelled to raise funds required by school boards to meet o'perating ex- penditures, the councils could refuse to provide money for capital expenditures out of cur- rent revenue. We must remember, however, that as President Kennedy in- herited the invasion plan of Cuba from the Eisenhower ad- ministration which resulted in the “Bay of Pigs", the new Liberal Government also inher- ited the spending programme of the previous Diefenb Government. In our democra government as in business, and in many other fields, it is nei- essary when the new assume the responsibilities from the old, that certain conditions which prevailed cannot be changed over-night. It is the firm intention of this Liberal Government to ,move towards a balanced bud- ;get during periods of full em- ;ployment. It has been said that ‘we have tried to do too much, too fast, too soon. My answer to this is that in order to cure chronic unemployment and pro- vide a satisfactory growth rate to keep this country free and independent, we can never do too much, too fast, or too soon.
