Richmond Planners Cool To Metro Board Wooing IRRESPONSIBIJZ FILIBUSTER One possible basis for Rich- mond Hill's acceptance of the 12 suggestions by the Metro staff is the one which would al- low each fringe municipality with a certain population to have a representative on the board. This also contains an amending “if.†The suggestion explores the possibility a municipality would be allowed representation if its population was 10,000 or over. This would bring in "voices" from Richmond Hill, Pickering, Markham, Vaughan and Toron~ to townships. If set at 5,000 population or over municipal- ities such as Port Credit, Streetsville and Ajax would be added. IUPHOLSTERY “The argument the fringe is already over-represented does not necessarily hold water," Mr. Decks said. Director Deeks referred to another suggestion that no change be made in the pmsent set-up as a “status quo policy which does not face up to the concern. Creation of (our fringe area boards: “An arrangement which provides for so little continuity between fringe boards and Met- ro that it would hardly achieve stated goal of Metro area plan- ning. Fringe boards would be particularly weak at Metro planning board level.†This would eliminate un- der-18,000 population mun- icipalities as Markham. Vaughan, Mimico, Weston. New Toronto. and Swansea. “If the Metro executive com- mittee is seriously concerned With making the present board less unwieldy through numbers of representatives,†Mr. Deeks pointed out, “an 18,000 plus population standard would be most effective in cutting rep- resentation and yet give Rich- mond Hill a more direct repres- entation." The 11 other alternatives were received with relatively little enthusiasm-by local plan- ning members. They feel they asked Metro for direct repre- sentation and that is all they are concerned with at the moment. The ways and means of doing it are up to Metro. On other alternatives for pos‘ sible adoption by Metro, Direct or Deeks‘ comments are: Create three of four area‘by neighbours hoards covering sectors of Met-‘her ï¬ve mom] m planning area: “Provxdes in Toronto am good continuity for sectors and Cancer Group sufficient at Metro level to; This year’s ; achieve stated goal of MetrolKing City an area planning Likely adW‘mageICanadan Cam also in having a compact de‘ surpassed by cision-making group at Mem’bctober meeti level as was a stated objectivelof Mrs. A, E, at a joint meeting? 7 _:Avenue.
