Jane Welford of Willowdale is in charge of the Junior Red Cross committee. The Junior Red Cross is the largest youth organization in the world having more than 1.400.000 members. In Ontario. there are 20,000 members alone. This group whose unit of‘ organization is the classroom has the support of the Department of Education and operates through the schools in the province. The funds raised by the organization is used to assist needy children at home and overseas. The president of the high school Red ('ross is Miss Vivien Ritchie, and the secretary is Miss Caro] Noel. One problem which faces all clubs wanting to hold draws of this kind is the uncertain state of the law. A number of judges have held that if there is an element of skill and knowledge involved then the draw is not illegal. Thus. if a person is selected by chance. but must to win a prize answer a question of skill. the draw may very well be legal and not contrary to the Criminal Code. Other judges have said this is not so. and that "absurdly simple questions“ requiring lit- tle skill would not change the nature of the lottery With the judges of Canada divided on the issue. there is no wonder that a problem exists. ONE RECOMR‘IENDA’I‘ION Because of this. the York County Council unanimously passed a resolution requesting that the federal government amend the Criminal Code in respect of fund raising by ac- credited sex‘vice clubs. Icommittee of the House and Senate on consumer credit to hold hearings, to discover law and opinion, so that the com- mittee could make 3 recommen- dation for changes in the law to Parliament. i believe that the government should appoint a special comv mittee of Parliament to con‘ sider all the bills which have come before us: those on sweep- stakes for hospitals, lotteries and bingos for service clubs and .religious organizations, provin- cial lotteries for those desiring ‘them. All of these have been the subject of recent bills. I will seek the support of ‘members of the government to lestablish this committee and I ‘shall strive to see that justice is done for the service clubs of “Canada. I FEDERAL-PROVINCIAL I CONFERENCE At the federal provincial conference which begins on November 25. it is understood ‘that the whole question of ‘provincial lotteries will be disâ€" cussed. According to informants .here the federal government 'has no interest in state lotteries land has no intention in 'moving for charges in the Crim- .inal Code on its own account. lAny decision will be dependent ion the interest which the proâ€" ,Ivinces display in the idea. What lmight he the result. is that. if ‘the provinces wish to legalize ‘lotteries the Criminal Code lcould be amended to allow them in the province where lthey would become legal if they met with the approval of the provincial attorney general. Quebec and British Columbia _are rumoured to support this proposal, and it is reported that Premier Roharts of Ontario also favours changes in the sections of the code which now thans raffles and bingos as well ‘as the larger sweepstakes and lstate lotteries. I agree with the opinion of county council that accredited service clubs perform a valu- able service with their draws. and that they. too, should have an exemption under the Crim- inal Code. There have been bills before Parliament, even in this session, on this question.
