Mr. Rhoda was introduced by Mrs. G. E. Case. who told the members that he has been in- strumental in improving the system of library grants, by making the provincial grant de- pendent upon hhe grant of the local council. A Canada Council Fellowship enabled Mr. Rhoda to visit Rus- sia in 1959 and he toured Ger- man libraries in 1964. He re- ported that Scandinavia has many beautifully designed li. brary buildings and excellent library services are extended to the outlying districts. Even Lapland has excellent service. Library services in this area are better than in many areas of the province, the speaker stated. but still are not good enough. More public involve- ment is needed and the question of library services must be kept before the local bodies who can do something about it. Action will only follow public demand. By contrast. our Canadian northland is very poorly servic- ed. Only last week a librarian was finally appointed for the Northwest Territories and there is one in the Yukon. In rthe last two or three years there has been an upsurge of interest in libraries in Quebec and things are moving along well under that province’s newly-establish- ed public library commission.
