The anticipated gross density is 40 persons per acre with a population to be served of 16,000. All of Richmond Hill will be cabled by February 28, 1969. leader's Wife Opens NDP Bazaar The Markham brief said that “it would not be un- realistic to predict by the year 2,000 the population of the township will reach 240.000 and the water de- mand will be 45 to 50 million gallons per day.†that the requested supply of 17.0 MGD of Metro water by the end of 1979 would satisfy only its immedlate requirements. Accordingly Markham has requested that steps be taken to ensure the co-ordination of Metro and local water services for the mutual ben- efit of the two municipali- ties. There's one proviso: “As long as Metro in no way commits itself to ser- vicing areas in which urban development should not take place as determined from time to time and described in the Metro Official Plan." Mr. Wronski made the fol- lowing recommendations. 0 It is appropriate that a Metro water supply be made available to Markham Town- ship serving only the de- signated areas outlined on the Metro Official Plan. oIt should not be made available to Markham to en- courage the development of rural lands east of the On- tario Hydro right-of-way or rural lands on the south side of Highway 7 east of proposed Highway 404. o It is appropriate that a Metro water supply be made Mr. Wronski's report also noted that the subdivision in question lies within the Yonge Street corridor which the Metro Official Plan de- signates for urban develop- ment at an average density of 17 persons per acre. “At the present time nub- lic sewage disposal facilities are not available, but de- velopment of the area is ex- pected to be made possible by construction of an up- stream sewage treatment plant. permission for which was recently given by the Ontario Government. The plant is expected to be designed with a capacity of 1.4 MGD. to be required to serve as addition to York Central Hospital and the rangements to construct the plant are not yet concluded. but it should be noted the servicing of the Yonge Street corridor by these means is both provided for and encouraged by the Metro Official Plan." Mr. Wronski recommends also that Metro should co- operate with Markham and Vaughan Townships: That a Metro water sup- ply be made available to Markham Township to serve only those lands included within the urban developâ€" ment area. This will include the provision of water on a graduated basis to make available 17.0 MGD by De- cember 1970 to serve 60,000 persons and 3.000 acres of Metro water." “Markham Township. how- ever, has by its Official Plan amendment No. 8 designed as ‘rural industrial" the area between the HEPC and pro- posed Highway 404 from a point south of Highway 7. “This ‘rural' industrial district has become to all intents and purposes a de- velopment area. so that only the lands east of the HEPC and the lands on the south side of Highway 7 east of proposed Highway 404 should be excluded from consideration for a Metro water supply. “The provision of water to all of the other lands de- scribed by Markham would be consistent with the land ning. design and construction of Metro water supply facili- ties in the townships and to co-ordinate such facilities with the local water supply systems insofar as is possible and feasible. 0 To .co-ordinate Melro and local planning for in- creasing the supply of Metro water to the townships to meet future water demands. in accordance with the forth- coming revision to the Metro Official Plan. )k 3k xix )k A report prepared for Vaughan Engineers Duncan Hopper & Associates Limit- ed states: “While costs of locating and developing additional wells to deliver a minimum have to be negotiated our. will likely be higher than current cost delivered from Vaughan wells.“ It concludes: “It is feasible and. on the basis of first cost. more eco- nomic to obtain the average 1.2 MGD of water which will be required by the BAIF de- velopment from the Metro system using the existing 18 inch main on Keele Street and completing the line to BAIF with 24 inch reinforc- ed pressure pipe.
