York County municipalities had formed an assessment region and had gone over to the new system before the provincial takeover of all assessment re- sponsibility January 1. The delay of one year now considered likely in the pro- vincial program is attributed in part to the necessity for work- ing out some additional legisla- tion. This new legislation is intended to prevent undue hardship in the event there are major shifts in the tax load from commercial to residential owners, or from residential to commercial owners. The 1975 target date has not been changed. but implementa- tion of the new formula in ad- ditional regions may now not take place until 1973. instead of in 1972. Municipal Affairs Minister McKeough recently told the Legislature there could be a slowdown of as much as one year in the provincial program to reform the assessment sys- tem and standardize it on the market value basis by 1975. The program for putting all of York County's property as- sessment on a market value basis will continue unchanged. according to recent statements by Municipal Affairs Minister Darcy McKeough and provincial assessment department spokes- men. But there is some hope there may be some relief for property owners who suffer major tax increases because of the new market value assessment. On the other hand. those in line for major tax reductions may only get their cuts bit by bit over a period of years. This extra time is provided by the provision that the assess- ment notices be mailed 15 days before the date for the return of the assessment roll instead of at the same time. In addition. an appellant now ha the clear right to examine the documents and information (such as the assessor‘s calcula- tions that are relevant to his case. It appears each municipality may be given the opportunity to decide whether or not to phase in the tax changes. It will take action where it thinks the shift in burden should be eased. Then the municipalities start taxing on market value assessment in 1975. The province will then look at all the statistics gathered. to see whether there are any shifts Mr. McKeough said in the Legislature that municipalities that already {have market value assessment will be able to phase in tax increases and de- creases over a period of years. There hasn’t been any recent public complaint in the York County Assessment Region about serious hardship being felt by individual taxpayers this year under the new assessment formula.
