BHICKEN THE LIBERAL, Richmond Hill, Ontario, Thursday, May 14, 1970 15‘ FOR YOUR BARBEQUE Ratepayers in Mississauga and York County have beeni hard hit by their 1970 taxes; since these two areas are the only ones which had completed reassessment on 1967 market. values. the yardstick established‘ by the provincial government. The government now plans to reassess all property in the province at market value as a key step toward a more equit- able tax system. Originally the first major implementation of the new proâ€" vincial assessments was to be- gin in 1972 for taxation in 1973. This has been put. off a year because of the need to iwork out legislation to offset any shift in the taxload between classes of property. In York County the reassessment caused a 7% shift from industrial- commercial property to residen- tial property. Metro's reassess- ment will not be effective until 1975. t Vaughan Promised Tax Relief To the 15% increase in taxes due to reassessment will be add- ed the increases in education levies. county levy. police bud- gets and other increased costs faced by councils. it is expected. G. Gillis of the assessment divis» ion of the Ontario Department. of Municipal Affairs. Mr. Gill- is' division has been investigat- ing to see whether or not the assessors had done a good job. In part his letter reads: “Early indications are that the job may not be very well done. it is obvious from the early returns that. your assess- ment commissioner and his staff did not close the rolls at market value. Indeed it may be. that the values are running around 60 to '70 percent on average even though some pro- perties may be assessed at more than market value and others at less than the average. “It may be that this happen- ed ‘because your assessment commissioner did not solicit any help or advice from our department and with the excep- tion of short training periods went his own way to conduct the reassessment. “In the light of what has happened I am surprised that the assessment committee of county council did not keep close watch on this. certainly they couldn‘t have asked for or received reports of tax shifts prior to the closing of the rolls. Otherwise I am sure that you would not be in the predicament you are in now." Quarters
