The union claims the protec- tive clause is unlawful, a viola- tion of the union’s constitution. ‘Under the local's constitution ‘any member has the right to lay charges against another for ac- tion detrimental to the union. Mr. Urquhart explained that the total value of the new offer over the three years would be $33.3 million. It would pro- .vide an average wage increase ,of 7.15% in the first year, 6.3% in the second year and 6.35% in the third year. An additional . cost of living adjustment in each of the second and third years is included. Hydro has urged CUPE Local 1000 members to request a vote on the new offer. However, the union reports Ontario Hydro has demanded an agreement to protect members who have crossed picket lines from union- imposed penalties or discipline. The executive board of the union has agreed to submit hydro's wage and contract offer to a membership vote, but only if Hydro deletes this protection clause. Hydro insists the clause is absolutely essential since there are about 500 union members crossing picket lines to report to work each day. The clause would also protect strikers against disciplinary measures by hydro for any acâ€" tion they may have taken during the strike. SEPTEMBER 30.
