The ministry recogni- zes that such boards are faced with certain fixed costs (for example interest on debentures, maintenance of board property, etc.) which do not decrease when enrolment declines. Ceilings have made it ne- cessary for school boards to make hard decisiohs, said Wells, and the vast majori- ty of boards in the province had managed to keep within the ceilings without lowe- ring standards and quality of education. He said the public has almost without exception supported the principle of keeping increa- ses in educational spending under control. The Minister justified provincial imposed ceilings by pointing out that between 1967 and 1970, prior to es- tablishment of the ceilings, the per pupil expenditures for elementary and seconda- ry students increased by 13.1 percent per year. Since cel- lings came into effect in 1970 the annual rate of in- crease has been held at 7.5 percent. Elementary schools will receive grants of $683 per pupil registered in 1974 â€" an increase of $53, and se- condary schools will be get- ting $1,210 for each student registered, an increase of $80 over the allocation for 1973. This works out to in- creases of 8.41 and 7.08 per- cent respectively. Expenditure ceilings for boards of education will be increased by an average of 7.9 percent next year, Edu- cati‘on Minister Thomas Wells announced recently. The increase, said Wells, is intended to assist boards affected by inflation in pro- viding equal opportunities for all students.
