Meeting Monday night, the board was told by its var- ious area supervisors that few people were coming for- ward with offers of assist- ance at the schools during the secondary school teach- ers' walkout. In fact. in one case, ac- cording to Russell MacDon- ald, superintendent of Area 4, a volunteer even asked to be paid. NO RHHS OFFERS He said there hadn't been any offers of help from the community for Richmond Hill High School. Other areas reported scanty offers as well. How- ever, Trustee Margaret Co- burn of King, said she was surprised at the lack of re- Sponse elsewhere, as she had had very good luck. Although the schools are remaining open, attendance in most cases had been sparse, with staffs ranging from a low of 3 (Richmond Hill High School) to a high of 30 (Don Head Secondary School). NEWMARKET: Council is considering reintroducing the bylaw which bans overnight parking on all streets be- tween November 15 and March 15 because of condi- tions and delayed snow clear- ing during the last two heavy mowfalls. Committee Chairman Shawn Beggs complained his committee was always the last to be consulted. He made reference to a notice of motion by Councillor Andy Ohateauvert that the parks and recreation committee be- come a committee of council. The new committee would have a membership of five councillors to give council control over expenditures and plans. Chateauvert’s proposal is to retain the volunteer members of the committee to make use of their expertise developed over the years. Beggs said the present composition of the committee of seven lay people and two councillors has worked satisâ€" factorily during amalgam-a- tion of 'l'he parks and recre- ation committees into one board and in developing a capable parks staff. NEED DIRECTOR “We know we need a pro- fessional recreation director and want to get a parks- oriented, recreation know- ledgeable person to take on the position. A person with extensive knowledge of parks is needed because of the enlarged boundaries of this municipality and the facili- ties we see coming. Unfor- tunately the man we were going to hire received a bet- ter offer from the municipal- ity where he was employed. “With the acquisition of Sunset Beach we are now in- to boating, swimming, and camping â€" things never be- fore handled by our commit- tee. The pressures in the next 10-15 years will be steadily growing and will create a tremendous strain. “As for an overall plan for parks asked for several times by Mrs. Hancey. we do not have one. We are lay people and we need the ad- vice of a professional. This overall plan has to be incor- porated into the town’s of- ficial .plan," said Beggs. WORKING TOGETHER “I have seen the members of this committee grow and blossom with the town and lose their parochilal interests to work together for the be- nefit of the whole town. I think we have done very well in trying to meet the needs of the whole town with the money made available to us," Mr. Beggs maintained. a: III III Councillor *Chateauvert agreed the lay people have contributed much to the town, and have unselfisth devoted their time over the years. “I now recognize what staff has been telling me for some time and that is that this committee should be a council committee to ,make greater utilization of the staff we have. In view of the magnitude of the budget. one of the largest we have to deal with, I believe council should have a greater control over expenditures.” MONEY SHORTAGE “We never have all the money we need," replied Mr. Beggs, “but we do have money to spend. All informa- tion on the money paid out comes to council. Our minu- tes are not official until pas- sed ‘by council. I must say that Andy. as a member of the committee, has defended council policies, in fact he has been ready to take on all eight of us. Sure we gripe, but we're directly under control of council. If, you think our budget is too large, then you will cut it." Regional Councillor Gor- don Rowe reported that sometimes “I have wondered what was going on and have simply picked up the phone and asked Mr. White or Mr. Beggs and have always re- ceived full information." IF * )I‘ “We are here to discus-s our problems and to find out how to get back on track," said Mayor William Lazenb‘y. “We have to come up with some understanding of what you want. Mr. White has done a fantastic job considering what he has had to work with (and I‘m not referring ‘to you gentlemen). “There have been times when I have had to act to come up with the answers and then refer it to you. But we must find some better way of liaison. Having a member of council as chair- man of the committee is one way. Putting more councillors on the committee is another. But the main thing is we want to find a way of work- ing together," said Lazenby. "I have always applauded their efforts. We just wouldn’t have been able to function Without them," said Regional Councillor Lois Hancey. STANDING COMMITTEE “A standing committee of council augmented by citi- zens is what is proposed. I've been asking for an overâ€" all plan for a long time and believe it should have first priority. I am. of the opinion professional help is needed now. if not yesterday. “In developing our new of- ficial plan a parks plan must be a part and this should come from the parks and rec- reation department, not from planning staff, where it is done by local staff or con- sultants. "In the future Mr. White will be invited to executive staff meetings," promised the mayor.
