For the Maple Lions, Rob Bayley came up with a goal assisted by Dominic Conte, Dave Plunkett and Andy Lackman with a goal apiece assisted by Rob Bayley and Fabio Alessandrini, Scoring for Superior Propane were Mario Massarella with 2 goals assisted by Brad Demeo and Mike Constable. With 11 seconds left in the game Scott Lawson scored the 4th Maple goal on assists from Wayne Boudreau and Bruce West. It was a rough game with Maple drawing 5 penalties and Stroud 7. Kim Weese and Jim Jellison shared the goal tending duties and the shutout. By-law No. 66-71, as amended being the zoning by-law for the area of the Town of Rich- mond Hill as it existed on December 3lst, 1970 is hereby amended by adding to Section 5, General Provisions, the following subsection: 5.28 DEVELOPMENT CONTROL 5.28.1 The provisions of Section 35a of The Planning Act R.S.0. 1970, Chapter 349 as amended apply to all lands in the Town of Richmond Hill that comprised the Municipality of the Town of Richmond Hill as it existed on December 3lst, 1970. Council may, as a condition of development or redevelopment of land or buildings within such areas, prohibit or require the provision, maintenance and use of the following facilities and matters or any of them and may regulate the maintenance and use of such facilities and matters: (a) Widenings of highways that abut on the land that is being developed or redeveloped. (b) Subject to The Public Transportation and Highway Improvement Act, facilities to provide access to and from the land such as access ramps and curbings including the number, location and size of such facilities and the direction of traffic thereon. (c) Off-street vehicular parking and loading areas and access driveways including the surfacing of such areas and driveways. (d) Walkways and all other means of pedestrian access. (e) Removal of snow from access ramps, driveways, parking areas and walkways. (f) Grading or change in elevation or contour of the land and the disposal of storm, sur- face and waste water from the land and from any buildings or structures thereon. (g) Conveyance to the municipality without cost, of easements required for the con- struction, maintenance or improvement of any existing or newly required watercourses, ditches, land drainage works and sanitary sewerage facilities on the land. (h) Floodlighting of the land or of any buildings or structures thereon. (i) Walls, fences, hedges, trees, shrubs or other suitable groundcover to provide adequate landscaping of the land or protection to adjoining lands. (j) Vaults, central storage and collection areas and other facilities and enclosures as may be required for the storage of garbage and other waste material. (k) Plans showing the location of all buildings and structures to be erected on the land (1) Drawings and plans showing building elevations and cross sections of industrial and commercial buildings and residential buildings containing twenty-five or more dwelling units. and the location 5.28.2 When any of the facilities and matters listed in the immediately preceding subsection are required by the Council, the Council may, (a) require that the facilities and matters be provided and maintained by the owner of the land at his sole risk and expense and to the satisfaction of the Council. and in default thereof the provisions of section 469 of The Municipal Act, R.S.O. 1970 Chapter 284, as amended, shall apply. .I n ,,:I ..-.-V.....v.., _..â€".- Wrra’ V (b) require that the owner of the land enter into one or more agreements with the Council dealing with such facilities and matters; and (c) prohibit the issuance of building permits until the plans referred to in paragraphs (k) and (l) of the immediately preceding subsection have been approved by Council and until the agreements referred to in paragraph (b) of this subsection have been entered into. EXPLANATORY NOTE â€" BY-LAW NO. 45-74 By-law 45-74 affects all lands in the Town of Richmond Hill as it existed prior to the for- mation of the Regional Municipality of York. The Planning Act was recently amended to permit a muncipality to add to a restricted area or zoning by-law a provision which allows it to require a person developing or redeveloping land to enter into an agreement providing for road widenings,’ parking areas, landscaping etc. (as listed in the subject byâ€" law). - By-law 45-74 amends By-law 66-71 by giving the municipality the right to require such an agreement prior to the issuance of a Building Permit.
