Mr. Wright gave his ad- dress to an overflow crowd in the regional council chambers in Newmarket following his election to the chairman‘s post for a term of two years. The chairman said the region faced ”one of the most absorbing challenges of our time, ” as it worked out the “orderly develop- ment” of the Official Plan and the region as a whole. And the word which would be foremost in their thinking for the next two years was “economy." “Progress with economy” was the theme of re-elected Chairman Garfield Wright’s address to the inaugural meeting of York Regional Council last week. Mr. Wright’s first term which he recently com- pleted and to which he was appointed by the provincial government, was for four years. “We must be economy minded to avoid a runaway inflationary spiral which will result in unacceptable taxation increases for the individual citizen," Wright said. There would be times when they would have to make capital expenditures -â€" "some of which may not appear economical to some taxpayers â€"- but which will be required if we are to progress as a municipality." the chair- man said. However, economies; couldn't be practised “at the expense of progress and development within the region." New headquarters Among the latter would be the “suggestion" for a new regional headquarters building, which he was proposing as a “top priority" in 1975, with construction starting in 1976. “Certainly it will cost the taxpayer money â€" there is no one so naive as to think otherwise â€" but the longer we delay the more it will cost," Mr. Wright said. Moran takes office despite recount loss Ron Moran of Markham Town took his seat in York Regional Council thanks to a Supreme Court appeal after losing by four votes in a recount to Mrs. Alma Walker. He was there with the other council members listening to re-appointed Regional Chairman Garfiled Wright's inaugural address Thursday af- ternoon. Moran continues to exercise full voting rights in both NOTICE to CREDITORS AND OTHERS Wright wants pragress Despite the paradox of the situation, chairman Wright said he felt progress with economy could be achieved “by judicially controlling our financial commitments so they do the most good in the proper places." A logical site for the location was at the old York Manor location on Yonge Street in Newmarket, which could become part of a bi- ievel government complex, along with the regional courthouse and registry office. Wright saigl 1975 would be a crucial year for the region's Official Plan, but the "major responsibility" faced by council was in implementing its proposals. There was no point in having a blueprint for future development if it were not put into action. This could be done by “putting already- completed studies into action, and by encouraging the completion of other regional development studies," so that their recommendations could be put to use. The building was necessary, because of the present “postage stamp offices," and the fact they were still cramped for space, even with the ad- dition of five temporary structures. Constant pressure Council was “under constant pressure from many sources, particularly municipal and the private sector, to proceed with the development of this region,” Wright said. Much had already been accomplished, including an interim policy paper on urban settlements in York; an employment opportunities study and a transportation study. Collectively, they had added importance, in that they were co-related; the rural residential develop- ment study, for example, was associated with the Oak Ridges Moraine study, which assessed the area “not only in respect to residential development, but also has concerned itself with ecological preservation and development,” the chairman said. Future unity This was an example of the unified approach to the region's future, and council must be committed to seeing it did not lose its perspective. “We as a council must detect and identify this pressure and treat it as all others â€" with fairness and as to what effect it will have on the over-all development plan for this region,” the chairman said. ”Simultaneously, we must recognize the fact we cannot ignore demands from all quarters for progressive and logical planning, and we must satisfy â€" so far as possible ~ such ex- pectations by progressing steadily and capably with what we have set out to do in, and for, this region," Wright said. 102 BLOOR ST. The chairman said he felt that. with the “positive participation” of all regional councillors, the various goals could be achieved" and two years hence we will be able to look back on this term of office as one of sensible ac- complishment." PICKERING: Although plans for a 14-lane super highway from Markham to Newcastle are now under development, the exact route has not been decided yet and construction of the highway is at least 15 years away. He said he hoped this would be put before council very soon. News from next door To give all your garments E the‘ personal attention they deserve! WE CLEAN, ALTER and REPAIR . . .
