RICHMOND HILL â€"â€" Development of a 13-acre town park on the David Dunlap Observatory grounds is under consideration. But town staff is recommending that council not bother to start negotiations to lease the land until funds are available for development. ' It would be called David Dunlap Observatory Park, and its use would be restricted to passive recreation activities during daylight houxjs. In what it terms “a very rough tentative estimate,†town staff has said at least $75,000 would be required for grading, seeding, car parking, park furniture, signs and landscaping. The University of Toronto, hwhich owns the ob- servatory, has expressed a willingness to lease the strip of land extending to Sixteenth Avenue for $1 a year.
