Frances Sainsbury, chairman of Preserve Our Water Resources, said the inquiry should be extended because the timing of the contribution coincides with the en- vironmental hearing on the Stouffville dump. Residents opposed the dump because of the fear toxic chemicals from industrial waste would pollute wells in the area. The proceedings of the Environmental Asses- sment Board on the Stouffville application are already being inâ€" vestigated by Ontario Ombudsman Arthur _The Globe asked The Journal for information The Journal also reported an internal memo within Waste Management said the donation was made for “political” reasons. The Journal reported US. Securities Exchange Commission found the $35,000 donation in auditing the books of Waste Management Incorporated. The story was not originated by The Globe but by The Wall Street Journal. Mrs. Sainsbury said Maloney‘s office would not go into the same area as would the provincial inquiry looking into campaign contributions. The board hearing in Stouffville ran from November, 1974, to May, 1975. The certificate of approval from the ministry was issued in September, 1976. Maloney Attached to it were 11 conditions rather than the 16 recommended by the board. The order allowed the company to expand its operation to receive 1,500 tons of garbage daily rather than 300 tons daily allowed before. The town had com- plained about York ex- ceeding the lower limit and on July 29, 1974, the town solicitor at the time wrote to the attorney- general asking him to intervene because the environment ministry and was refused, “we got the story on our own". The Globe talked to Norman Goodhead, who had been connected with one of Waste Management‘s Canadian subsidiaries, Disposal Services Ltd, and the Securities Exchange Commission.
