The town normally requires a $3,000 payment per lot at the time of registration. Councillor Jim Cameron had been critical of the loan as CMHC was supposed to be helping to provide lower cost housing. He added that Milani was getting about $69,000 back from the 'province for the watermain being built up Bathurst Street to the Millview subdivision. The one-sixth grant was available through the Ontario Housing Action Program because it was opening up new land. Kraft esiimated that the houses in Millview would cost $250,000 each. Milani did not want to build the main in the first place because he had adequate water on his property. York Region insisted on it. Milani also got a $11,600 rebate on a water main on Woodbridge Avenue, he said. It was the difference between what he needed for his own development and what was needed in the future by others, said Kraft.
