United Way Public will hear hydro plan Richmond Hill Council Monday nearly approved a hydro system for the town without the public‘s input. but Councillor Lois Hancey stopped it. And whether it‘s the best deal for people or not, they should at least have some say in the matter, Councillor Hancey told The Liberal yesterday. Council Monday was putting the finishing touches on discussions with members of the Richmond Hill Hydro Commission regarding the proposed electrical utility restructuring scheme. From a Council in Committee meeting last week came the recom- mendation that “the Town support the proposed Lower Tier System of Hydro Utility for the Town of Richmond Hill, and further suggest that area municipalities who do not wish to establish or expand commissions be per- mitted to operate as at present”. The Lower Tier system Would encompass the existing Richmond Hill Hydro, Vaughan Hydro, Markham Hydro and Ontario Hydro into one commission within the boundaries of the Former councillor heads York industrial campaign Former Markham councillor Bob Adams has jumped into another campaign, but this one isn’t political. Adams is heading the industrial campaign for the United Way of York Region. York’s United Way is completely in- dependent from Metropolitan Toronto’s The target for York Region is $400,000 to help 14 health and social service agencies in the region. The campaign won’t reach its goal without leadership from cor- porations, said Adams. Ed. Fritz, president of Steelcase Ltd., is heading the campaign in the Don Mills industrial area. With the coâ€"operation of Bob Doty, general manager of CN operations, Greater Toronto Region, an in- crease is expected from the CN yards in Concord. Volunteers are needed as canvassers and to recruit canvassers in all areas. both for the in- dustrial and residential campaigns. In its first year last year, the United Way raised $186,000. “It can’t be repeated too often,” says cam- paign director Bob Higgs, “that the United Way is providing essential community services in an area where there is high volunteer involvement." The $400,000 target is a bare bones budget, he said. The recommendation for each agency was reviewed by an in- dependent committee of private citizens before being accepted, he said. The agencies and their recommended allocations are: Aurora-Newmarket and District Family Life Centre, $14,150. CNIB York Region Advisory Board $45,000; The Canadian Red Cross- Ontario Division, Newmarket and District branch, $15,000; Markham Family Life Centre, $16,000; Georgina Family Life Centre, $11,420; Helpmate and Information $8,025; Information Markham, $4,500; The Chair practises now underway Rehearsals for the York Philharmonic Choir‘s 1977-78 season are now underway, according to Jutta Fohrenkamm. the group‘s publicity chairman. Prospective members are welcome to attend the rehearsals at Our Lady Avenue, Richmond Hill, at 7:30 pm. every Monday. The works for this season will comprise the following: “The Prodigal Son“ by A. Sullivan; “The Holy City" by A.Gaul; and “Stabat Mater“ by G. Rossini. The cost of the cam- paign and year-round administration, including budget screening, allocations information, LEADERS campaign information and publicity materials is $52,295. The $400,000 target would also build in a $29,715 emergency reserve allowance which the United Way could dip into if there was a bad year or some disaster that required special assistance from the United Way, said Higgs. There is also $20,000 allowed for pledges not paid because of in- terruptions in payroll . deduction emâ€" ployment. Anyone who would like to volunteer for can- vassing may call 884-0132. But Councillor Hancey wonders if there will be one rate or three under the new system. She said she has seen only an average figure for Richmond Hill. and that was 2.707 cents per kilowatt hour. The rate proposed under a Region of York hydro system is 2.78 cents per kilowatt hour. The rate proposed under a Region of York hydro system is 2.78 cents per kilowatt hour. “It's just not that much different," she said. “I‘m not saying bigger is better, but we can‘t stay with the status quo forever,“ she said. At the meeting Monday, Councillor Hancey, who agreed the lower tier concept may be the best for the residents, still believed they should be told all the alternatives. “There are' lots of CARRIBBEAN COLOSSUS A citadel is defined as a fortress with high walls usually built on a hill or mountain. “La Cita- deIIe”, at Cap Haitien in Haiti, got its name because it conforms so magnificently to this definition. Built in the early 18005 by King Henri Christophe it rises 3,000 feet above sea level. Many people hve compared it to the pyramids in awesomeness. The construction of this monstrous build- ing took 13 years of back-breaking labor by over two hundred thousand Haitians. Everything that went into it-bricks, wood, stone, gravel, etc. - had to be hauled up the mountain. Three hundred cannons were brought up there with each taking fif- teen days for the up- ward journey. “La 0% remote ooEoo sooooooo 4mg: questions I want to ask." she said. “And if council doesn't hold a public meeting. I'll hold my own. “I thought we were in the position of getting the best break for the conâ€" sumer." she said. Mayor David Schiller said the obvious con- clusion is “the lower tier is the cheapest form of hydro for the area“. Councillor, Bill Cor- coran noted the “public will be more satisfied if we let them know what is going on". While the discussion carried on at length. the final recorded vote showed everyone in favor of deferring the motion until public meetings can be held. The motion also asked for the support of York Regional Council in the formation of public meetings. Councillor Hancey pointed out yesterday that the terms of I TALK Weddell's World of Travel Ltd. King Christophe built it as a defense against the French, who he thought would return after a previous de- feat.
