The report concluded that the Ontario govern- ment had erred in 1969 when it tried to impose a Metro Toronto govern- ment structure on other regions of the province. In fact. no one system of government is suited to all areas. The Liberals appointed a caucus committee to look into regional government and mem- bers held meetings in eight regions. The task force iden- tified problems in five areas. - absence of community interest necessary for the combination of urban and rural areas ~ more costly but less efficient services because of added bureacracy and over~servicing The Liberal asked Mayor David Schiller of Richmond Hill and regional councillors Alma Walker and Ron Moran for comments, as well as Walter Grieve. a can- didate for regional council. Everyone disagreed with the task force view that there was no com- mon interest between - distorted represen- tation on regional councils - remoteness of government and loss of accountability to the public involved The most common complaint was that the report was not detailed. Mayor Schiller attended one “superficial” meeting held by the task force in York and said that if its study of other regions was the same, it was a superficial report. ‘ - ineffective land use planning. Councillor Walker said she opposed regional government before it was set up. Now that it was there, she was doing everything she could to make it work. There were bound to be problems between urban and rural interests. There were in the old county days. Provincial subsidies tend to hide the fact that regional costs have gone up 105 per cent per household compared with 41 per cent for the rest of the province. The mayor supported the task force idea of the government setting basic guidelines in planning and letting the municipalities work out the details. The suggestion reads like recommendations made last year by the planning act review committee to the government.‘ the' mayor said. He felt that planning problems could not be blamed on the region. The blame should be placed on the planning act of 1970 which under the guise of saying people can par- ticipate gave the public the power to obstruct. Councillor Walter Grieve felt that there was less difference in the interests of urban and rural areas than the report suggested because more and more urban people want to have a house in the country. Having been associated with members of regional committees. he found them no different to deal with than at the town level. “What is lacking is communication. Some of the blame must be placed with the local press." Some newspépers don’t cover regional council. But he felt that people were getting a quality of police coverage and health and social services throughout the region that was not possible under the old system. Councillor Ron Moran felt that the findings of the task force were true, probably more true in regions other than York.
