Mom says A growing number of parents have become disconcerted with the ability of the York Board of Education to meet the needs of special students and a former trustee admits there _are a number of areas of inadequacy. Judy Hext. of Thornhill. was so frustrated with the board’s alleged dereliction, she pulled her son out of one of its educable retarded classes last April. Bradley Hext, 12, now attends the Toronto Learning Centre and has shown such marked improvement in learning, his mother claims the board wasted six years of his education. “He was placed in that class without my per- mission and he‘s nowhere near being retarded. He has a perceptual han- dicap and some speech problems but the board said he had emotional disturbances and that’s not true," said Mrs. Hext. She had to fight to get her son into the Toronto Centre because the province originally refused to give her the necessary grants. The Ministry requested a letter of support and referral from the board‘s Superintendent of Special Education Frank Wilkinson. In that first letter, said Mrs. Hext, the board misused and abused test results that were done on Bradley a number of years ago » they were far from current assessments. “I spent over $3,000 to have Brad tested privately and the results showed his IQ to be above average, between 120 and 130. The board used figures stating his level was at 70, from tests done seven years ago,” she said. Former Thornhill Trustee Bob McMonagle. who spent much of his time trying to improve special education, said he was involved to the point where he had to persuade a school administrator to write a letter to the Ministry in support of Bradley and his efforts to change systems. “Though they (the Ministry) at first rejected the application, they backed down at the last minute and provided the funds. The problem was our board wouldn‘t admit it couldn‘t handle the educational needs of this child." said Mr. McMonagle. He claims there were probable grounds for a law suit, especially since so much time had been lost and that the “psyche of the child had been damaged”. She claims Mr. Wilkinson‘s report said Brad was doing Grade 2 level work (last year) â€" two years ahead of his ability. “Tfiey only expected him to get to Grade 4 and now look at him." Mr. McMonagle said both he and his wife, also involved with learning disabled and mentally retarded children, would be happy to support Mrs. Hext when the grants for Bradley come up for review in April. In another case, a Thornhill mother said she is being forced to look elsewhere for facilities for her learning disabled son because the board is not meeting his needs. She asked not to be identified but said her son is currently on a waiting list to get into the York Centre for Learning Disabilities, a mental health clinic in Richmond Hill. At this point, there are at least 60 children waiting for diagnostic work-ups. according to the Centre’s director, Craig Shields. Though her son is five} years older, Mrs. Hext' noticed him improving when he received in- dividual or one-to-one attention. She also refuses to send him to a school (Woodlands Senior) because of problem students. She sald she has spoken to Margaret MacDonald, Thornhill trustee. “If class sizes will be reduced in a few years as Mr. Wilkinson said they would, I‘d like to know what happens to my son and others like him in the meantime,” the woman wondered. “I can‘t blame} everything on the York‘ Board because I haven’t lived here that long . . A 1am expecting a lot more than I’m getting from the schoolE system‘” she said. 1 Sympathizing with concerned parents, Mr.| McMonagle said the‘ typical parent regards the school as being the ultimate authority on education and children’s needs. “They get reports from the schools which contain phrases like ‘he hasn’t reached his expected maturation level or his or her progress is achieving at a slower rate than we originally thought.
