Markham Several hydrants, particularly in new, industrial subdivisions, have become buried in snow and ice. The town waterworks department blames it on land- scapers who have tried to hide hydrants in berms. But Councillor Moran thinks the objections are a result of pressure from developers on Scarborough council who have hundreds of unsold houses.
