With its plans for two new demountable schools for September dashed by the Ministry of Education, the York Separate School Board will look for empty schools in surrounding boards to help deal with an influx of 600 new pupils this fall. Last Thursday morning the co-ordinator for the food club, Monica Neit- zert, attended the Rich- mond Hill Engineering Committee meeting, asking members to consider renting the vacant, town-owned, fireball on Spruce Avenue in Richvale. McConaghy Public School from the York County Board, and sought ministry grants for sites and demountable schools for two of the fast- growing subdivisions in southern York Region â€" Pine Valley Village and Risebrough. Monday, Tuesday, Wednesday Thursday, Friday Saturday 884-9105 887-5847 BIGâ€"NAME APPLIANCES BIG-VALUE PRICES Last week, Director John Zupancic was ex- cited about buying two demountable schools from the Metro Separate Board but learned the grants for moving the structures were un- justifiany low. “We‘ve found we cannot get the grant we were hoping for and the schools themselves aren’t as moveable as we thought," said Management Committee C h a i r m a n J a c k McDermott. “In lieu of portable accommodation for Pine Valley, we plan to ask the public board to lease George Bailey School in Maple and McConaghy in Richmond Hill for the Glen Shields students." At an important meeting with the ministry later this month, the board will push for a grant for a demountable school in Risebrough. Since it is impossible to have such a school in place by September, it is recommending a minimum of four por- tables be added to John XXIII in Unionville, the holding school for Risebrough. Markham Trustees Leo Wigglesworth and Dan DiRocco weren’t satisfied with everything the board is doing to meet the needs of new students. They suggested pin- pointing schools slated for closing in the North York and Etobicoke School Boards, to see'what chances exist for leasing them. All trustees were resigned that bussing is a HOURS 8:30 am 6:30 pm 9:00 am 8:30 am built-in part of the overall contingency plan. Mr. Zupancic was distressed because the ministry offered the board less grant because the schools it wants are older structures. “It’s not the cost of the building the ministry looks at but the grantable amount on gross floor area. Because one of the buildings we are looking at is six-years-old, we get only four-tenths of the grant for it, which seems pretty stupid to me.“ He claiméd it wouldn't pay to move such a school because it would cost taxpayers $220,000, plus moving costs and Metro Separate would have to pay a negative grant (penalty). For two demountable schools, the direct cost to taxpayers would be $440,000 since the ex- penditures would be unapproved costs. This would cause an instant rise of 1.5 mills in the mill rate, since debentures are not available. The ministry was only willing to approve a $30,000 grant on each school, which originally cost $200,000 in the early 1970’s. Even the board were to buy the buildings from Metro Separate for $1, it would cost taxpayers nearly $140,000 just to 'move them to York. “The buildings we looked at were good structures but we were advised they cquldn’t be moved as easily as we thought," said Mr. Zupancic. 4:00 pm 4:30 pm The other recom- mendations approved, which staff are already at Work on include: a) the hiring of 20 new teachers, b) an additional $330,000 in general school budget for 600 new students, c) the hiring of a vice- principal for John XXIII, and d) two new school organizations â€" one for Glen Shields and one for Pine Valley., Threeâ€"quarters of the cost to the board is grantable at 89 per cent. The remainder should qualify for grants at the rate of 79 per cent frgm the» ministry. Application t9 lease McConaghy has already been made to the York County Board. On a oneâ€" year lease, costs are $2,000 per class. Since it needs 13 classroom, the Separate system will be hit with a bill of $26,000.
